Title
Discuss and consider action approving a PCDC Professionals Service Contract with TIP Strategies in the amount of $75,000, and authorizing expenditures not to exceed $50,000 matched by an additional $25,000 Texas Workforce grant for a Pflugerville Workforce Study, and authorizing the PCDC Executive Director to execute same.

Summary
In the Spring of 2023, the PCDC received a $25,000 matching grant from the Texas Workforce Commission in partnership with Workforce Solutions Capital Area (WFSCA) for the purpose of conducting a Pflugerville Workforce Study. This is the first workforce study approved for Type A/B corporations in the state of Texas and is the result of the PCDC encouraging TWC officials to change governing documents to allow High Demand Job Training Grants to fund workforce studies in communities. The study will inform on Pflugerville workforce environment, training center needs, industry and workforce strengths, weaknesses, and opportunities, and will guide the PCDC workforce initiatives over the next several years.

The PCDC will be reimbursed $25,000 of the $75,000 expense by the WFSCA, making PCDC’s remaining expenditure $50,000. The grant award has been extended to allow deliberations with PCDC and the City Council on the scope of work.

Prior City Council Action
On January 17, the PCDC approved the TIP Strategies contract in a 5-0 vote and forwarded it to City Council for approval at their January 23rd Regular City Council Meeting. The City Council requested changes in the scope of work, and noted that this contract should be considered following approval of the CEDS 3.0 agreement. The original contract approved by the PCDC was voided and a new contract was created with the requested changes and presented at the February 13 Regular City Council meeting to review the changes and to receive further comment.
