Title
Approving a professional services supplemental agreement with Halff Associates, Inc. in the amount of $133,872 for engineering and design services associated with the 2019 Pflugerville Transportation Bond Projects Construction Phase Services: Picadilly, Royston Lane, Central Commerce Drive, and authorizing the City Manager to execute the same.

Summary
The widening of Picadilly Drive, Royston Lane, and Central Commerce Drive to a urban three-lane sections was approved as part of the 2020 General Obligation Bond approved by voters on November 3, 2020. The roadway design is in the final stages. This professional services agreement is to allow the design consultant to complete the design to include pedestrian, bike, and shared use path facilities in alignment with the Transportation Master Plan and the Trails Master and Parks Development Plan. The additional services also includes technical review of the final design set, additional utility coordination, and revising the bid process from low bid to competitive seal proposal. Utility design and relocation is already underway.

This item is supported by the Safety and Infrastructure pillars of the Strategic Plan.

Prior City Council Action
City Council approved a professional services agreement in the amount of $63,176.80 for design services on June 7, 2021. The professional services supplemental agreement #1 was approved administratively on June 23, 2023 in the amount of $12,310 for additional utility coordination services.

Prior to the June 7, 2021 professional services agreement, City Council approved on June 14, 2019 a professional services agreement for pursuing a federal BUILD grant for this project in the amount of $39,810, a professional services supplemental agreement #1 on July 9, 2019 to add schematic professional design services in the amount of $353,677, and a professional services supplemental agreement #2 on January 2020 in the amount of $648,955 for final construction documentation pr...
