Title
Award construction contract for the Becker Farm Road reconstruction project to Cash Construction, Inc. of Pflugerville, Texas, the lowest responsive bidder of four bids received on June 1, 2011, in the amount of $546,938.00.  The funding source is from the Certificate of Obligation Bond balance as shown in the fiscal year 2011 budget.
 
Summary
The Becker Farm Road reconstruction project is intended to fulfill service plan requirements associated with the annexation of properties along Becker Farm Road and enhance connectivity in the area. The project extends from the existing bridge on Becker Farm Road to a new intersection at Silent Harbor Loop. The proposed improvements include a reconstructed two-lane roadway with drainage improvements and right-of-way parking to serve Lake Pflugerville visitors.  The notice to proceed is expected to be given on June 21, 2011 and the estimated completion date for the project is December 16, 2011.
 
Status
The project was advertised for bids on May 12th and 19th.  An Interlocal Cooperation Agreement between City of Pflugerville and Travis County for improvements to Becker Farm Road was approved by Council on May 24, 2011. Bids were opened on June 1, 2011.
 
Deadline for City Council Action
In order to meet the requirement of having a temporary second vehicular access point prior to the Pfirecracker Festival on July 2nd, the project must commence immediately.
 
Fiscal Impact
The Fiscal Year 2010-2011 Budget included this project in the 2011 General Fund CIP.  The fiscal impact amounts to $546,938.00 from existing Certificate of Obligation bonds.  
 
Staff Recommendation
The Engineering Department recommends awarding the bid to Cash Construction, Inc.
