Discuss and consider action to approve the PCDC Helios Way project, not to exceed a total amount of $2,707,400, for the purpose of constructing a right-in / right-out at the TxDOT and PCDC Helios private road to allow ingress and egress for the business park.
Summary: This item is being brought for approval of roadway construction of future intersection enhancements of Helios Way at TXDOT SH 130. Funding for the design services needed for the Helios project were included in the FY 24 budget as "Road Improvements". The roadway project construction is named Helios Way right in/ right out and budgeted in the FY25 Proposed budget. Although the PCDC Board held the public hearing for the Helios extension project at the May 14, 2024 Board meeting, staff intended to delay final Board approval of the entire construction Project until the FY 2025 Budget. However, TXDOT is now requiring that PCDC coordinate contracts with TXDOT earlier than anticipated for the dedication of the roadway upon completion of the road construction causing the need to approve the Project at this meeting. Therefore, this item is included on the agenda for the board to confirm approval of the Helios Construction project that the PCDC has budgeted for and will construct the road, so that the PCDC can move forward with required contract agreements with TXDOT for the future roadway improvements and dedication. Any award of construction contracts for the Project will still require future Board approval. For FY24, $243,400 was approved in April at the PCDC and City Council final design services to connect Helios Way Right-in and Right-out
Driveway to SH130 Frontage road . The FY25 estimated construction expense is $1.2MM and FY26 estimated construction expense is $1.264MM.
