Title
Discuss and consider action to authorize the President to approve and grant three proposed 15’ wide utility easements for water and wastewater extensions of City of Pflugerville Public Utilities through the PCDC’s 17.8-acre tract to a 86-acre tract owned by EastGroup located south of the One Thirty Business Park at Cameron Road.

Summary
PCDC has prepared and submitted an approved Preliminary Plan to the City for public improvements proposed for the 17.8-acre tract on February 12, 2024 and is preparing to submit a plat to subdivide the 17.8-acre tract. The tract will be divided into four pieces including an approximate 10.8-acre tract, a 2.6-acre tract, a 1.4-acre detention pond serving the 17.8-acres, and 2.6-acres dedicated to road right of way. EastGroup is approximately 6 months ahead of the PCDC tract in developing plans and/or obtaining agency approvals to begin construction. EastGroup is requesting a proposed 15’ wide public utility easement for a waterline and a proposed 15’ wide public utility easement for a wastewater line for these public utilities in order to extend service to their 86-acre tract.

EastGroup’s proposed 15’ easement alignments will follow the finalized public right of way through PCDC’s 17.8-acre tract that will be created by the forthcoming subdivision/platting process. These easements are revised from the previously approved and recorded public utility easements that the PCDC Board authorized in May. The new easement location matches the PCDC utility locations as shown on the approved PCDC Preliminary Plan, and PCDC Construction Plans and Plat currently in review with the...
