Discuss and consider action to approve a Professional Services Agreement with Vanir Construction in the amount of $540,875.00 for General Consultant for Program Management Services associated with the 2020 General Obligation Bond Proposition B Parks Projects and authorizing the City Manager to execute same. 

 

Summary

This is a follow up item from the January 26th Council meeting for City Council approval of Vanir Construction Management, Inc. (Vanir) to provide professional management services to the City related to the 2020 Parks Bond Program.

On November 3, 2020, the City of Pflugerville held a municipal bond election with three (3) propositions on the ballot. The second Proposition (Prop B) included issuance of $42,300,000 bonds by the City of Pflugerville, Texas, for Parks and Recreation Improvements, including Citywide Trail Improvements, Neighborhood Parks Improvements, 1849 Park Phase II, Land Acquisition, Lake Pflugerville Park Phase II and a Destination Play Space.

Vanir has provided a Not to Exceed (NTE) Time and Materials Professional Services Agreement (PSA) for the 2020 Parks Bond Program for management of the various parks bond projects. Vanir will complete the proposed scope of work items and invoice the City accordingly to the terms and conditions of the Agreement. The actual scope of services under each individual project as related or associated projects under an individual Request for Qualification (RFQ) will vary from project to project according to specific requirements. Accordingly, City staff has negotiated a Professional Services Agreement (PSA) for Vanir to provide overall Parks Bond Program Management with support from subconsultants to manage public information to distribute through the Public Information Office, establish overall program management, manage design services, oversee bidding and procurement, manage construction services and provide document management for Program Control, Conformity, and Consistency.

This scope and associated fee will be for the initial term (18 months) of the program including the remainder of FY21 and full FY22. The initial scope will be for completion of the current fiscal year with a focus on the next 18-month development window. It is assumed that for the first six months of the initial term, program start up tasks and procurement of design consultants will occur followed by 12 months of program and project management services. Vanir will collaborate with City staff and focus on early priority projects to initiate design activities as quickly as possible with the goal to commence construction activities in year one of the program. Professional Management Services for FY23, FY24 and FY25 will be addressed at a later date and determined from the collaboration and discussions during the initial term.

The City of Pflugerville’s 2020 Parks Bond Program (the Project) will include planning, design, and construction of multiple capital improvement projects (CIP) as approved by the voters in November 2020. Vanir will provide a variety of services to support the City in execution of the bond program including program and project management oversight, design management and oversight, bid phase assistance, and construction phase assistance. Vanir’s services may also include, if requested by the City, onsite representation during construction, Right of Way acquisition, Geotechnical Engineering Services, environmental, GIS, or other general engineering services that may be needed to support the timely execution of the program. It is envisioned the program will require approximately five (5) years to achieve completion of all identified projects.

Project management services will include preparing a Requests for Qualifications (RFQs) for selection of multiple design consultants as detailed below, and the subsequent design management services:

1. RFQ for selection of multiple design consultants. Up to seven different design consultants may be selected to perform Plans, Specifications, and Estimate (PS&E) design services for the following projects:
                     a. City Wide Trail Improvements and Enhancements
                     b. Neighborhood Park Improvements:

                     - Mallard Park

                     - Pecan Park

                     - Kelly Lane Park

                     - Picadilly Park

                     c. Wilbarger Park Phase II
                     d. 1849 Park Phase II

 

Prior City Council Action

Pflugerville City Council called a November 3, 2020 bond election for three propositions totaling $191.3 million at the August 11, 2020 meeting.

City Council approved the selection of Vanir Construction Management, Inc. for professional services associated with the 2020 General Obligation Bond Parks Projects at the January 26, 2021 meeting.
