Summary
This agenda item requests approval of a Professional Services Supplemental Agreement with CP&Y, Inc. dba STV Infrastructure in the amount of $336,136 for construction materials testing services associated with the Secondary Colorado River Raw Water Line Project. This item supports the Infrastructure Pillar of the Strategic Plan.
The Secondary Colorado River Raw Waterline project will include improvements to the Colorado River Intake Pump Station (Package 1 and Package 2) and approximately 15 miles of 42-inch water pipeline (Packages 3 and 4), to allow for increase transfer in water supply from the Lower Colorado River Authority (LCRA). The City through a revised agreement with LCRA has increase its annual allotment from 12,000 acre-feet per year to 24,000 acre-feet per year.
The construction phase of this project is estimated to begin in the fall of 2024 and is expected to be complete by summer of 2026 (approximately 21 months). This is with the exception of the pump station equipment pre-purchase package (Package 1) which is currently underway and is expected to be complete by fall of 2024.
This Agreement provides professional construction materials testing services to ensure that the project construction is conducted to the standards required by the City of Pflugerville. The scope of work is based upon the assumption that Terracon Consultants, Inc. will provide Construction Materials Testing services as a subconsultant to CP&Y, Inc. dba STV Infrastructure.
The scope of work of the agreement includes:
• Visual observation of completed field welds and spot checks of welds on steel pipe by CWI.
• Sampling and conducting slump and concrete compressive strength tests
• Spot observation of formwork dimensions and reinforcing steel size, spacing and configuration prior to concrete placement
• Verification of bolt diameter, length, shape and embedment in concrete
• Sampling and testing of soils, observation of earthwork operations, and moisture-density testing of subgrade and compacted fills.
• Project Management by Terracon, Inc. associated with performance of above tasks
• General oversight and subconsultant management of Terracon by STV
• Multi-package project setup, monitoring for compliance with specifications, and conflict/issue resolution as necessary
• Document management and control associated with construction materials testing data
• Compilation and delivery of test report data in electronic format to City at project closeout
Prior City Council Action
On May 24, 2022, City Council approved a Professional Services Agreement with CP&Y, Inc. dba STV Infrastructure, Inc. in the amount of $1,430,440 for Owner Representative Services for the design and bid phase associated with the Secondary Colorado River Raw Water Line project.
On May 10, 2023, the City and Consultant entered into a Supplemental Agreement #1 for Professional Services for the Project in the amount of $0.00 to add schedule overage Owner Representative Services to the Agreement.
On September 14, 2023, the City and Consultant into a Supplemental Agreement #2 in the amount of $34,580 to add Owner Representative Construction Phase Services for Bid Package #1 to the Agreement.
On February 5, 2024, the City and Consultant entered into a Supplemental Agreement #3 for Professional Services for the Project in the amount of $0.00 to add Owner Representative services for supporting the Eminent Domain process to the Agreement.
On April 23, 2024, City Council approved a Supplemental Agreement #4 in the amount of $3,751,002 to add Owner Representative and Construction Management and Inspection Services to the Agreement.
On July 25, 2024, the City and Consultant entered into a Supplemental Agreement #5 for Professional Services for the Project in the amount of $0.00 to add Owner Representative Schedule Extension, Environmental, and TWDB Application Support to the Agreement.
