Discuss and consider action to approve a professional services agreement with Holt Engineering, Inc. in the amount of $77,143.62 for construction materials testing services associated with the Kelly Lane Phase 2 roadway improvements project, and authorizing the City Manager to execute the same.

 

Summary

This agenda item request approval of a Professional Services Agreement with Holt Engineering, Inc. in the amount of $77,143.62 for Construction Materials Testing services associated with the Kelly and Phase 2 roadway improvements project. This agenda item supports the Infrastructure pillar of the Strategic Plan, by ensuring the roadways  built will meet current and future needs.

 

The Transportation Master Plan which was adopted by City Council in November 2019 identified Kelly Lane as one of the three major regional connections of the City’s East-West corridors. While a large portion of traffic on Pflugerville’s roads serve residents, a substantial component of traffic is from regional travel. Continuing the Phase 2 improvements of Kelly Lane eastward, make Kelly Lane as an arterial and major regional thoroughfare. This expansion is anticipated to meet the increasing traffic volumes so Kelly Lane can operate efficiently and safely in the year 2040.

 

Construction Materials Testing services are required to support the Kelly Lane Phase 2 roadway improvement project. City Staff reached out to Holt Engineering, Inc. and obtained a proposal for construction materials testing services. The scope of the work includes the observation, material testing and documentation of construction activities to maintain compliance assurance with construction specifications. This work includes certified field technicians and project materials testing oversight for the duration of the construction activities. The specific tasks include:

                     Compaction on fill for utility construction,

                     Observation of proof rolling operations,

                     Pavement subgrade sampling, and

                     Quality assurance testing of asphalt and concrete.

 

This professional services agreement for construction materials testing was originally contained with the agreement with the design engineer. The construction materials testing would be best coordinated by the City’s construction manager. Therefore, the agreement should be administered by the City. An amendment to the existing Professional Services Agreement with the design Engineer will follow which will remove the construction materials testing component from their agreement and scope.

Prior City Council Action

In November 2018, Pflugerville voters approved $21.1million in bonds for transportation projects which included the reconstruction of Kelly Lane from a two-lane roadway to an urban four-lane divided section from W. Falcon Pointe Drive to Moorlynch Avenue.

 

On September 10, 2019, City Council approved a Professional Services (“Agreement") with Johnson, Mirmiran & Thompson, Inc. (JMT) to provide Engineering Design services for the Kelly Lane Ph2 and 3 project (“Project”) in the amount of $1,157,068.

 

On October 25, 2019, City Council approved and executed supplemental agreement number one (1) for professional engineering services in the amount of $44,255 for alignment alternatives associated with the Kelly Lane Phase 2 and Phase 3 roadway improvement project.


On March 10, 2020, City Council approved and executed supplemental agreement number two (2) for professional engineering services in the amount of $49,058 for additional geotechnical, SUE, and traffic analysis associated with the Kelly Lane Phase 2 and Phase 3 roadway improvement project.

On August 4, 2020, City Council approved and executed supplemental agreement number three (3) for professional engineering services in the amount of $455,311 for additional floodplain study, drainage design, retaining wall design, environmental documentation, and construction phase services associated with the Kelly Lane Phase 2 and Phase 3 roadway improvement project.

On November 23, 2020, City Staff administratively approved Professional Services Supplemental Agreement No. 4 for Time and Materials for a total of $0.00.
