Discuss Kelly Lane Major Investment Study (MIS).

 

Summary

The presentation of the Major Investment Study information is provided for key findings and potential improvement recommendations for City of Pflugerville to improve operations and planning for the Kelly Lane corridor and surrounding areas.  The study originated along Kelly Lane to investigate delays and congestion impacts within the east-west corridor up to FM 685 and SH 130 roadways.  As the project investigations progressed, other factors  were needed to be evaluated within the north east and west region of the Kelly Lane corridor to develop a list of potential capital projects.

 

The City of Pflugerville retained professional engineering services from DKS Associates in 2019 to evaluate mobility and determine mitigations near-term (2020-2021) and long-term (2025) to reduce congestion for roadways and intersections in the northeast area of City of Pflugerville. Four  phases have been identified in the Kelly Lane MIS. Phase 1 largely focus on Kelly Lane between Weiss Lane and SH 130 in the near- and short-term horizons, while Phase 2 focus on the operation of the Kelly Lane / FM 685 and FM 685 / SH 130 interchanges in the short- and long-term horizons.  Phase 3 provided for traffic counts along Town Center Drive between FM 685 and Pfluger Farm Lane and Phase 4 focus specifically on mobility prepare a Mesoscopic model and data to evaluate traffic conditions in northeast Pflugerville.  As one of the goals of the Mesoscopic modeling is to develop an area strategy that will better distribute traffic in and around the study area.

 

DKS completed Phase 1 analysis to provide near-term improvements on Kelly Lane within the intersection of Falcon Pointe Boulevard/Vilamoura Street for installation of flexible posts on Kelly Lane to restrict the side-street approaches to right-in, right-out only in addition to installation of a temporary traffic signal at the Kelly Lane/Jakes Hill Road/Hidden Lake Drive intersection.  Construction improvements for both recommendations have been completed as operations and safety improved.

 

The findings as presented for Council today is a summary of the major factor of delay and how this information can benefit as an input factor for the CIP prioritization process in the future.  The intent of the Major Investment Study for purposes of reducing traffic congestion and improve the operation of the Kelly Lane corridor in Pflugerville, Texas.  The area surrounding Kelly Lane has seen significant growth over the past decade, including multiple commercial and residential developments. Kelly Lane is bounded on the west by three major Texas Department of Transportation (TxDOT) facilities, State Highway (SH) 130, SH 45, and Farm-to-Market (FM) 685 that have also seen significant growth. Summarizes the transportation analysis conducted for Kelly Lane and includes a summary of the key findings, a summary of existing conditions (existing traffic volumes, existing operations at intersections, and crash analysis), and proposed improvements at those intersections to address operational and / or safety issues identified.

 

Discussion regarding existing and Year 2030 traffic operational analysis for the Kelly Lane Major Investment Study (MIS). The City would value MIS Study information to support identifying and prioritizing capital improvement projects for the northeast area of Pflugerville for Fiscal Years 2027 and beyond. These projects are aimed at improving mobility in northeast Pflugerville, particularly at the FM 685/Kelly Lane/Wilke Lane and FM 685/Copper Mine Drive interchanges. The study area broadly includes Pflugerville Parkway to the northern city limits and A.W. Grimes Boulevard/Grand Avenue Parkway to the eastern city limits.

                     Completed Data collection for Phase 1 Kelly Lane Traffic Data between FM 685 to Weiss

                     

                     Completed Data collection and traffic study between Pflugerville Pkwy to Rowe Lane

                     

                     Provided report findings for near-term improvements on Kelly Lane at East Falcon Pointe

 

2020                     DKS initiated Phase 2 to include the Stone-Hill Town Center and Pfluger Farm Lane

                     traffic impacts to the FM 685 and Kelly Lane traffic congestion and delays

                     

                     Completed Phase 2 Data Collection and provided an update to Planning and Zoning

 

                     Added component to Phases 2 and 3 to incorporate traffic forcasting by utilizing a

                     mesocopic model to generate the results

 

                     Input the Transportation Master Plan projects into the model, among with other information

                     for speeds, intersection traffic control device information (traffic signal, stop control or

                     uncontrolled) to determine mitigation for reduced delay and reduced congestion

                     measures along the corridors.

 

2021                     To date the model has been completed and results presented to Planning and Zoning 5/3/2021,

                     now the same information provided for City Council update.

 

Prior City Council Action

City Council approved a professional services supplemental agreement with DKS Associates, in the amount of $253,080.00 for professional engineering services associated with the Kelly Lane Major Investment Study (MIS) Phase 2 at the October 8, 2019 meeting.

 

City Council approved a professional services supplemental agreement with DKS Associates, in the amount of $129,880.00 for professional engineering services associated with the Kelly Lane Major Investment Study (MIS) Phase 4 at the April 14, 2020 meeting.
