Discuss and consider action to approve a resolution titled: A Resolution of the City of Pflugerville, Texas approving a Right-of-Way License and Maintenance Agreement with Lakeside Meadows (Pflugerville) Master Community, Inc., a Texas nonprofit corporation, for Lakeside Meadows Phases 6 and 7, Pursuant to the Pflugerville Code of Ordinances, Chapter 96 Right-of-Way Management, Division V. ROW Licenses.
Summary
Lakeside Meadows Phases 6 and 7 will construct a single-family residential subdivision north and east of Balaton Boulevard and Colorado Sand Drive in the City of Pflugerville, together with the necessary public utility and roadway infrastructure. Tellico Drive, Pinkston Way, and Huron Lane within the subdivision will be dedicated and constructed to meet the City of Pflugerville’s standards for local streets with 50-feet of right-of-way (ROW). The remainder of the streets in the subdivision (labeled on the final plat as “alleys”) will be dedicated as public ROW but with less than 50-feet of ROW (25-feet minimum ROW width) and the alleys will be constructed with less width than the City’s standard local streets but with sufficient width to allow emergency vehicle, refuse vehicle, and public vehicle access. The licensee (who initially is the developer but later will be the homeowner’s association) is also permitted to use stamped and colored asphaltic pavement with the alleys.
The license agreement also permits the developer to install private landscape irrigation waterlines, sleeves for irrigation waterlines, and decorative crosswalks (including decorative pavers and concrete edging) at specific locations within both the local streets and alleys.
The license agreement makes the licensee responsible to maintain the alleys and the enhanced infrastructure for a period of not less than 30 years.
