Approving a professional services agreement with Rock Engineering and Testing Laboratory, LLC in the amount of $88,885.00 associated with the Neighborhood Street Reconstruction Package No. 2 project and authorizing the City Manager to execute the same.

 

Summary

This agenda item requests approval of a Professional Services Agreement with Rock Engineering & Testing Laboratory in the amount of $88,885.00 for Construction Materials Testing services associated with the construction of the Neighborhood Street Reconstruction Package No. 2 (Project). This item supports the Infrastructure pillar of the Strategic Plan by maintaining a robust and resilient roadway infrastructure that exceeds expectations.

 

In 2020, City of Pflugerville voters approved issuance of $101,700,000 bonds for transportation projects, including Neighborhood Street Reconstruction of twenty-five different streets in the City. On January 11, 2022 the City of Pflugerville approved and executed the Professional Services Agreement with Lockwood, Andrews & Newnam, Inc. (LAN) for the engineering design of Street Reconstruction Package 2 which included Bushmills Road, Edgemere Drive, Great Basin Avenue, Picadilly Drive, W. Pflugerville Loop, Windermere Drive, and Yellow Sage Street. The Project includes the design, bid, and construction administration services to rehabilitate the segments in Package 2 with recommended repairs based on the Pavement Condition Index (PCI) collected in May and June 2019. The project was bid using the competitive sealed proposal method starting on August 9, 2023. The City received proposals on September 7, 2023 and the construction contract is scheduled to be brought before Council on November 14, 2023.

 

The Construction Materials Testing Services provide independent quality assurance and quality control for the project to ensure construction standards and specifications are adhered to. The scope of work includes sampling of materials, laboratory testing for adherence to construction specifications, and documentation of findings. Specific tasks include:

 

                     Earthwork Inspection and Testing

                     Hot Mix Asphaltic Concrete Inspection and Testing

                     Concrete Inspection and Testing

                     Review of testing reports by a professional engineer licensed in the State of Texas

 

Construction of Street Reconstruction Package 2 is anticipated to start January 2024. The proposed construction duration anticipates approximately 11 months to completion.

 

Prior City Council Action

Pflugerville City Council called a November 3, 2020, bond election for three propositions totaling $191.3 million at the August 11, 2020, meeting.

City Council approved the selection of Freese and Nichols, Inc. to provide general engineering consulting services associated with the 2020 General Obligation Bond Transportation Projects at the January 26, 2021, meeting.

 

City Council approved a professional services agreement with Freese and Nichols, Inc. to provide general engineering consulting services associated with the 2020 General Obligation Bond Transportation Projects at the March 23, 2021, meeting.

 

City Council approved a professional services agreement in the amount of $423,294 with  Lockwood, Andrews & Newnam, Inc (LAN) to provide general engineering consulting services associated with the 2020 General Obligation Bond Transportation Projects identified in Street Reconstruction Package 2  at the January 11, 2022 meeting.

 

City Council approved professional services supplemental agreement #1 with LAN for the addition of Frost Circle in the amount of $57,176.00 on May 24, 2022, meeting.
