Summary
The Americans with Disabilities Act (ADA) of 1990 is a civil rights statute that mandates equal opportunity for individuals with disabilities, including designing and constructing facilities for public use that are accessible by people with disabilities. The ADA applies to all facilities, including both facilities built before and after 1990. Title II of the Act specifically addresses the subject of making public services and public transportation accessible to those with disabilities. The City of Pflugerville is required to perform a self-evaluation of their current programs and facilities, relative to the accessibility requirements of the ADA, and develop a Transition Plan to address any deficiencies. Although the mandate came with the Americans with Disabilities Act, the City is responsible for funding the assessment and Transition Plan.
The City of Pflugerville solicited requests for qualifications from qualified engineering firms for professional engineering services to assist the City with the Comprehensive Americans with Disabilities Act (ADA) Self Evaluation. City staff received three (3) statements of qualifications (SOQs) which were reviewed, scored and ranked. Staff recommends selecting Kimley-Horn and Associates for assistance with the Comprehensive Americans with Disabilities Act (ADA).
The purpose of this project is to determine if the City of Pflugerville is in reasonable compliance with the ADA with respect to City-owned facilities, public rights-of-way, programming, and communications. In order to achieve compliance, this project will identify physical obstacles that limit the accessibility of facilities to individuals with disabilities, describe the methods to be used to make the facilities accessible, provide a schedule for making the access modifications, and identify the public officials responsible for implementation of the Transition Plan. In addition, this project will establish whether the City’s current standards and codes should be updated with respect to ADA compliance. Finally, this project will establish long-range goals and objectives for the City to maintain an effective program of accessibility for City-owned facilities and rights-of-way (ROW).
Kimley-Horn and Associates will be performing the self-evaluation of select City facilities, developing the Transition Plan, reviewing City standards and codes, providing staff training, and assisting with public outreach.
The Comprehensive Americans with Disabilities Act (ADA) Self Evaluation and Transition Plan required by Title II of the ADA will be completed utilizing City funds.
