Approving a professional services agreement with DTS Engineering, LLC in the amount of $117,875.00 for professional services for the City-Wide Pavement Re-Evaluation and Assessment. 

 

Summary

The City of Pflugerville solicited requests for qualifications (RFQ) from engineering firms to assist with the City-Wide Pavement Re-Evaluation and Assessment.  City staff received six (6) statements of qualifications (SOQs) on November 26, 2018 which were reviewed and scored by a committee of four staff members.  The scoring committee overwhelmingly selected DTS Engineering to provide the services listed within the RFQ.

This scope of work includes a City wide automated pavement distress survey of 233 center-line miles, a rated scoring or index of all public streets describing present surface conditions, an overall database of information via shape file format for incorporation into the City GIS system, and a final report.  This report will contain area maps illustrating all data and findings, a recommended pavement management program, and a five-year schedule of projects with probable construction costs for each.  

Regular reassessment of pavement conditions is required for the City to properly plan and budget for the right type and balance of pavement maintenance, rehabilitation, and reconstruction as various portions of the network age differently year-over-year.  In fact, the Government Accounting Standards Board (GASB) recommends reassessment every 2 to 3 years. 

Pflugerville’s first assessment surveyed 200 center-line miles in 2015.  This work found that 15% was in poor or worse condition.  Previous staff used this information to develop an escalating 5-year pavement management plan that focused on rehabilitation and reconstruction of the lowest rated roads within the City’s network.

Since then, the Overlay Program has included rehabilitation of Kennemer Drive, Grand Avenue Parkway, Railroad Avenue, and Black Locust Drive.  Others roads have been part of a full reconstruction plan that included Rowe Lane, Weiss Lane, E. Pecan Street, Heatherwilde Boulevard, E. Pflugerville Parkway, Pfennig Lane, Old Austin/Hutto Road, and the Heatherwilde and Windermere subdivision streets.  Additionally, the Hillside Springs subdivision streets are being rehabilitated as part of the CDBG program.

City council approved the selection of DTS Engineering, LLC on January 22, 2019.
