Title

Discuss and consider action to award a construction contract for the Lake Pflugerville Park Phase 1 Project to Terra Path, Inc. the lowest responsible bidder of ten (10) accepted bids received on April 15, 2021, in the amount of $1,547,102.44 and authorizing the City Manager to execute same.

Summary

The City contracted with Halff and Associates, Inc. for the design of Lake Pflugerville Park Phase 1 which consists of parking lot expansion, a new driveway entrance into the park with access gate, expanded and renovated restroom facilities, improved accessible parking and trail access, landscaping and irrigation improvements.

Bids were opened on April 15, 2021 and Terra Path, Inc. was the lowest responsible bidder of the ten (10) bids received. The current budgeted amount will allow for the construction of both the base bid and Alternates. The bid form had included three bid alternates to allow for meeting the available funding if required. Bid alternate #1 was the future water line casing under the monument sign, driveway, and the parking expansion. The water line installation is expected for later this year or early 2022. Payment of this item will be compensated from the utility fund and not directly the funds allocated for the park improvements. Bid alternate #2 was for the access control gate at the park’s new drive entrance, if required. The item could have been added later with a future phase as the conduit and infrastructure would be installed with this project. Bid alternate #3 was for the large Pflugerville color logo planned for the center of the turnaround area in the vicinity of the restroom and boat ramp drives.

The expected duration of this construction will be approximately 6 months with the completion expected in November 2021.

Funding for this project is from the 2014 GO Bond Program. The budget for the construction of these improvements is $1,804,466 and the base bid and bid alternates from Terra Path, Inc will allow for construction of all the improvements as well as the alternates of the waterline casing, the gate installation, and the logo in the parking turnaround. Construction is anticipated to start by early May, and the construction duration is 6 months to substantial completion.

Terra Path, Inc. and QA Construction, Inc., the contractor who had recently completed the construction at Wilbarger Creek Park, are owned and operated by the same team and share equipment and personnel. Staff has checked their references and no issues of concern were noted.

Prior City Council Action

City Council approved the selection of Halff and Associates, Inc. as the most qualified firm for professional engineering services associated with the Lake Pflugerville project at the August 28, 2018 meeting.

City Council approved a professional services agreement with Halff and Associates, Inc. in the amount of $99,856 for professional engineering services associated with the Lake Pflugerville Park Phase 1 project at the October 9, 2018 meeting.

 

The Lake Pflugerville Preliminary Design Report was approved by City Council June 25, 2019.

City Council approved a professional services supplemental agreement with Halff and Associates, Inc. in the amount of $410,505 for professional engineering services associated with the Lake Pflugerville Park Phase 1 project at the September 10, 2019 meeting.

 

City Council approved Resolution Number 19-12-10-0687 amending the scope of Lake Pflugerville Phase 1 as approved in June to only include the improvements to the beach side of the lake. The parking lot expansion on the beach side will be shifted south of existing parking lot and the restroom facility will be collocated with the current restroom facility or the current facility will be expanded. The western trailhead along Becker Farm Road (Biehle Property) removed from the scope of Lake Pflugerville Phase 1 to fund current park facility needs. The resolution also included amending the scope with Halff Associates, Inc. for professional engineering services associated with design and construction of Lake Pflugerville Phase 1 Project.
