Summary
The proposed credit agreement is for a property generally located north of Cameron Road, east of Weiss Lane, and west of 1849 Park. The property has approved public improvement plans is currently under construction for those improvements. The site has an approved site plan for two-family and single-family housing, with a planned commercial parcel to be developed at a later date. As part of the construction plan review process, they identified that their development would require an 8-inch waterline.
Following City Council authorizing the professional services agreement for design related to the 12-inch Looping Improvements at the June 25, 2024 meeting, staff started conversations with all of the landowners with proposed infrastructure improvements to request that their lines be up sized to a 12-inch. By coordinating with these landowners who have existing plans, this will be a significant cost savings for the overall construction of the project and will reduce the amount of debt that may be necessary to carry out the full project. This coordination will provide for cost savings related to land acquisition, right-of-entry, construction, and design.
The developer will be replacing their proposed 8-inch waterline, which extends approximately 1,446 linear feet along the Cameron Road frontage with a 12-inch water line, as part of the request.
Section 152, Subchapter A for Water and Wastewater Impact Fees (152.22) of the City’s Code of Ordinances, authorizes the city to enter into credit agreements for financing facility expansions through applying credits to the impact fee that would be due at the time of building permitting.
The proposed credit agreement meets the infrastructure goal of the City’s adopted Strategic Plan to prepare City infrastructure for the growth of Pflugerville in a responsible manner.
