Title

Approving the selection of Cobb, Fendley & Associates, Inc. for professional engineering services associated with the 2020 Transportation Bond Program Project: Street Reconstruction Package 3 and authorizing the City Manager to execute a professional services agreement in the amount of $520,715.61.

 

Summary

The City of Pflugerville solicited requests for qualifications from engineering firms for services associated with the 2020 Transportation Bond Program (the “Program”) Street Reconstruction Projects.  City staff received seventeen statements of qualifications (SOQs) which were reviewed, scored and ranked.  The top six firms were interviewed to determine three recommended firms.  Package assignments were determined by the firm’s unique qualifications and preference.  Staff recommends the selection of Cobb, Fendley & Associates, Inc. for professional services associated with Package 3 (the “Project”).

 

This Professional Services Agreement is for the engineering design of Street Reconstruction Package 3.  Package 3 includes the following streets:

                     Algreg Street

                     Butler National Drive

                     Dalshank Street

                     Diablo Drive

                     Grand National Avenue

                     Mashburn Street

                     Option Avenue

                     Rowe Loop

                     Sullivan Street

 

The Project includes preliminary investigation, design, bid, and construction administration services for rehabilitation of the Package 3 Streets.

 

The Scope of Services include field surveying, subsurface utility engineering, preliminary and final design, public outreach, environmental services, geotechnical studies, hydrologic/hydraulic analysis, preparation of construction documents, bid phase services, and construction administration services.

 

Approval for the design and construction of the project was provided as one of the voter-approved 2020 General Obligation Transportation Bond projects. 

 

Prior City Council Action

Pflugerville City Council called a November 3, 2020 bond election for three propositions totaling $191.3 million at the August 11, 2020 meeting.

City Council approved the selection of Freese and Nichols, Inc. to provide general engineering consulting services associated with the 2020 General Obligation Bond Transportation Projects at the January 26, 2021 meeting.

 

City Council approved a professional services agreement with Freese and Nichols, Inc. to provide general engineering consulting services associated with the 2020 General Obligation Bond Transportation Projects at the March 23, 2021 meeting.
