Receive public comment and consider recommendation regarding the proposed Reclaimed Water Master Plan.

 

Summary

The City has put forth tremendous efforts to update our water usage needs over the next 20 years and one component when looking at water supply resources is to explore the need to utilize treated wastewater effluent (Reclaimed Water) within it’s water portfolio.  The City is looking to prepare for growth and ensure infrastructure resiliency in accordance with their Strategic Plan by expanding their reclaimed water system and mitigate continuing potable water demand strains.  City staff have worked collaboratively with the reclaimed water master planning consultant, Quiddity, to identify where the City’s current and future customers are and what their needs could be for reclaimed water.  During this evaluation, multiple areas within the City were found to be ideal candidates to expand the City’s current reclaimed water system that only serves the Northeast Metro Park currently.  This master plan developed a list of 5- and 10-year projects in order to minimize the City’s need to provide potable water for non-essential services such as irrigation for the City’s existing water customers. 

 

Comprehensive Plan:

All master plans that are adopted by the City are an extension of the Aspire Pflugerville 2040 Comprehensive Plan, as allowed by Chapter 213 of Local Government Code. Staff found the proposed Reclaimed Water Master Plan to be in line with two guiding principles adopted through the Aspire Pflugerville 2040 Comprehensive Plan, including being fiscally responsible and being environmentally sustainable. Additionally, the proposed master plan accomplishes multiple goals identified in Chapter 6 of the comprehensive plan, Infrastructure:

 

Goal 1 - Evaluate infrastructure needs as the City grows.

 

Goal 2 - Evaluate and address water needs in the City,

 

Goal 2.3 - Innovative sources of water, including water reclamation, should be explored and implemented to the fullest use practical.

 

History:

The City adopted a Reclaimed Water Master Plan in 2015, however, none of the projects listed in the Reclaimed Water Master Plan were implemented and the City continued to rely on it’s treated water system to serve non-essential water needs throughout the City. This proposed master plan would replace the plan that is currently adopted.

 

Staff Recommendation

Staff has worked extensively with the master planning consultant and would recommend moving expeditiously to approve the proposed Reclaimed Water Master Plan to start initiating the process of designing and constructing future reclaimed water projects to minimize the City’s need to expand our current potable water supply
