Title
Approving the procurement of electrical equipment in the amount of $397,469, and authorizing the City Manager to execute the same.
Summary
During the preliminary scoping of the design of the Cottonwood West Lift Station, it was determined that the City would need to go through the process of pre-procurement of the long-lead time equipment that is required for the facility. As this is primarily electrical equipment such as the generator and the automatic transfer switch, it was determined that the bidding would only be for electrical equipment and would not include the components of the lift station such as the pumps and wet well as those lead times have become much better over the past 2 years.
This pre-procurement was publicly bid and bids were received by 3 large electrical distributors within the Central Texas area. This pre-procurement was bid out as a Competitive Sealed Proposal (CSP) so that staff and the design consultant could evaluate each of the proposals to ensure that they would meet both the delivery timeline and the specifications for the project. After reviewing the 3 proposals received, McDonald Municipal & Industrial provided the overall best price and were the only company that was able to meet the City’s timeline for construction without causing delays on the project. McDonald Municipal & Industrial’s bid price came in below the budgeted allowance of the electrical equipment for the project by just over $200,000 with estimated savings being realized by work being finalized at the City’s Surface Water Treatment Plant Generator project and optimizations to the generator enclosure to still fall within the City’s Engineering Design criteria. The City has worked successfully in the past with McDonald Municipal & Industrial in the past as they recently completed the Lake Pump Station Generator project and they are finalizing the Surface Water Treatment Plant Generator project.
This project meets the City’s Strategic Goal of Infrastructure as it aims to prepare the City’s wastewater infrastructure for growth along the Cameron Lane corridor and for the Meadowlark development that recently began breaking ground for their home development.
