Title

Approving a resolution adopting the 2011 Parks, Recreation, and Open Space Master Plan.

Summary

Prior to the completion of the Pflugerville 2030 Comprehensive Plan, the City Council approved  funds for additional services with Design Workshop to amend the existing parks master plan that was completed in 2004. To complement Design Workshop's effort, Greenplay served as a subconsultant on the project team. The Parks, Recreation and Open Space Master Plan addresses parks and recreation amenities and prioritizes community needs from open space to recreation centers. The primary objective of the 2011 Parks, Recreation, and Open Space Master Plan is to provide recreational services desired by the citizens of Pflugerville, acquire needed open spaces and preserve natural resources.

Since October 2009, the City has hosted public meetings and hearings and worked closely with Design Workshop to create a Parks, Recreation and Open Space Master Plan. Public hearings were held on October 19 & 20, 2009 at the Pflugerville Justice Center. Additionally, input was sought from the citizens of Pflugerville via online surveys. The Plan was released for public review in July 2010 with comments due July 15, 2010 which coincided with an advertised public hearing with the Parks and Recreation Commission regarding the plan. Since the public input meeting, the Parks, Recreation, and Open Space Master Plan has been a constant agenda item on the Parks and Recreation Commission agenda providing further opportunity for public input. No one has spoken in opposition to the plan at any of the meetings. The Plan has been heavily scrutinized and revised to address staff and Parks and Recreation Commission concerns. During the process staff has gone through extensive edits and revision cycles of the plan.

The resulting Parks, Recreation, and Open Space Master Plan provides goals, assessments, standards, recommendations, and strategies for implementation over a ten-year period in an effort to provide for and continually improve parks and recreational facilties, provide trail opportunities, preserve open space, and rehabilitate existing parks in the City of Pflugerville.

The 2011 Parks, Recreation, and Open Space Master Plan complies with Texas Parks and Wildlife Department master plan guidelines which requires parks and recreation needs to be prioritized and addressed in an action plan format.

The Parks, Recreation, and Open Space Master Plan is a ten-year action plan to guide the rehabilitation of existing parks, provide guidance in the application of funding, and suggest alternative funding mechanisms. Adoption of the 2011 Parks, Recreation, and Open Space Master Plan shall not commit the City of Pflugerville to specific funding level implementation strategies, but shall provide a guidance plan for the City’s vision for availability and growth of park and recreation services.

The Parks and Recreation Commission will consider recommendation of approval of the plan on Thursday, May 19, 2011.
