Approving an ordinance as amended on second reading with the caption reading: An Ordinance of the City of Pflugerville, Texas, amending the City of Pflugerville, Texas Code of Ordinances, Chapter 72 regarding speed limits on City Streets (Jesse Bohls Road and Cameron Road) to establish prima facie maximum speeds; providing for a penalty for a violation of Chapter 72 as a Class C Misdemeanor and a fine in an amount not to exceed $200.00; repealing all ordinances to the extent they are in conflict; providing for severability; and providing an effective date.
Summary
On February 14, 2023, the City Council annexed the subject roadway segments of Jesse Bohls Road and Cameron Road, which previously were part of unincorporated Travis County, into the City of Pflugerville’s full purpose jurisdictional area. The subject roadway segments are primarily straight in alignment; however, Jesse Bohls Road has one curve in the subject segment. An "advisory speed” will be posted for the curve but that is not required to be adopted by ordinance per the reference in the "Texas Manual on Uniform Traffic Control Devices" to the Texas Department of Transportation's "Procedures for Establishing Speed Zones."
According to the city’s adopted Transportation Master Plan, Jesse Bohls Road is classified as a minor collector and Cameron Road as a minor arterial. The proposed speed limits are in accordance with the design speeds set by roadway classification in the city’s "Engineering Design Manual": 35 miles per hour (mph) for minor collectors and 45 mph for minor arterials.

Jesse Bohls Road- Eastbound/northbound and westbound/southbound - Beginning approximately 3,300 feet west of the intersection with Cameron Road to the intersection with Cameron Road - 35 mph
Cameron Road - Northbound and southbound - Beginning at the intersection with Jesse Bohls Road and ending approximately 2,600 ft south of the intersection with Jesse Bohls Road - 45 mph
Prior City Council Action
On February 14, 2023, the City Council annexed the subject portions of Jesse Bohls Road and Cameron Road into the City’s full purpose jurisdictional area via Ordinance 1580-23-02-14. City Council moved to approve the proposed ordinance on first reading at the November 14, 2023 meeting with the amendment of removing the advisory speed limit from the ordinance.
