Summary

The property was acquired by the City of Pflugerville in the fall of 2015.  The property is approximately 243.7 acres of which approximately 66.696 acres are already located within the city limits.  The balance of the property, approximately 177.004 acres, is the subject of the annexation.  

 

Prior City Council Action

Public hearings were conducted on January 12, 2016 and January 16, 2016. No public comment was received.

First reading of the ordinance was approved by City Council on February 9, 2016.

 

Fiscal Impact

The property proposed for annexation is owned by the City of Pflugerville and will not generate any ad valorem property tax revenue. The property is in the City’s Wastewater Certificate of Convenience and Necessity (CCN) area, and wastewater infrastructure is being extended to serve the area including Sorento, Carmel, and high school no. 4 as well as this property. The property is currently in the Manville water CCN, but it is anticipated that it will be served by the City of Pflugerville as being considered in current discussions with Manville. In the current condition of the property, there is minimal demand for services. The property was acquired to develop a municipal athletic complex as approved in the 2014 bond election. The total budget for the project is $11,271,844.66. The master plan for the development of the site has been initiated. Upon completion, the master plan will illustrate the development of internal infrastructure to serve the facilities, phasing of improvements and operations and maintenance projections. No existing public roads are included in this annexation.

 

The City Attorney has approved the ordinance as to form.

 

Staff Recommendation

Staff recommends approval of the ordinance on second reading, and annexing the subject area for full purposes.
