Title

Approving a professional services supplemental agreement with Rodriguez Transportation Group, Inc. in the amount of $606,106 for additional professional engineering services associated with the Immanuel Road Improvements project and authorizing the City Manager to execute same.

 

Summary

The proposed supplemental agreement with Rodriguez Transportation Group, Inc (RTG) in the amount of $606,106 is for additional design engineering services associated with the Immanuel Road widening project. This item supports the infrastructure pillar of the Strategic Plan, by reconstructing the City’s roadway infrastructure to meet current and future needs.

 

In July 2021, an agreement was approved with RTG for the design engineering services of Immanuel Road from Wells Branch Parkway to Pecan Street (the Project). The Project includes the design, bid, and construction administration services to widen and reconstruct Immanuel Road from a two-lane to a three-lane urban collector. Improvements include new pavement, curb and gutter, underground storm sewer, intersection and bridge widening improvements, new sidewalk, and shared use paths.

 

The scope of this supplemental agreement includes additional scope to add utility design for the City’s water and wastewater lines, additional retaining wall designs not originally anticipated but necessary to maintain roadway elevation throughout the Project, additional ROW parcel acquisition for the Project. Also included are utility coordination meetings, preparation of a Conditional Letter of Map Revision to remove certain areas from the floodplain, additional design services to include a raised median between Wells Branch and Purple Martin, including Subsurface Utility Engineering to identify franchise utility conflicts, additional illumination for the shared use path at north end of project, and design specifications for the removal and relocation of the existing truss bridge trusses to City property.

 

Prior City Council Action

Pflugerville voters approved Proposition A on November 3, 2020, for the issuance of $101.7million in bonds for transportation projects which included the widening of Immanuel Road to an urban three-lane roadway.

 

Pflugerville City Council approved a Professional Services Agreement with RTG totaling $1,099,027 on July 27, 2021, meeting.

 

Pflugerville City Council approved Professional Services Supplemental Agreement No.1 to extend the project limits to the southern City limits ending at Killingworth Lane south of Wells Branch Parkway for a total of $363,029 at the February 8, 2022, meeting.

 

City and Consultant administratively approved Supplemental Agreement No. 2 for the reallocation of existing funds between tasks to allow for predestination improvements, hydraulics analysis, and design coordination with developersEnter Text Here]
