This item requests approval for a change order in the amount of $144,739 with G Hyatt Construction, Inc. for the 1849 Park Phase 2 project. The change order includes the purchase and installation of a Tuff Shed for maintenance operations and additional pedestrian safety railings. The cost for this change order is within the project's total budget.
Adding the Tuff Shed provides weather, sun and UV protection of equipment and materials stored for use at the new facility. This was a request for the Parks Operations team to help extend the life of the equipment and materials stored onsite and there was funding available to do so within the budget. Incorporating this change order into the current construction contract results in both cost and time savings by avoiding additional mobilization costs, locking in current material and labor prices, and eliminating the need for City staff to coordinate a separate installation. The cost associated with the Tuff Shed includes the construction of a concrete pad, electrical connections, and related items, leveraging the contractor’s ability to purchase concrete at a discount due to the volume used in the overall project. If City staff were to build the pad and run electrical connections later, it would lack the benefit of bulk purchasing, risk damaging established infrastructure (such as sidewalks and turf), and potentially require renting equipment to hand-pour concrete or trench for wiring, diverting manpower from existing maintenance and operations tasks. This approach ensures the park is truly "turnkey" upon completion, allowing maintenance teams to begin work immediately without further modifications.
Additionally, this change order includes pedestrian safety railings in a location that transitioned from an inclined berm to a ledge during construction. The added railings are necessary to ensure safe access and circulation for park visitors.
The improvements outlined in this change order support the long-term success of 1849 Park by addressing key operational and safety needs while remaining within the scope of Phase 2 construction. No additional days are being added to the contract timeline.
This project continues to implement the 1849 Park Master Plan-originally adopted by City Council on June 14, 2016-which provides for phased development of high-quality recreational amenities. Phase 2 construction includes two 225-foot baseball fields, one 225-foot softball field, new parking lots, concrete trails, and restroom and concession facilities. G Hyatt Construction, Inc. was selected through a competitive sealed proposal process.
This item supports City Council’s goal to expand recreational opportunities and provide a safe, clean, and well-maintained park experience for all members of the Pflugerville community.
Prior City Council Action
On July 27, 2021, City Council approved a Professional Services Agreement with Burditt Consultants, LLC for the design of 1849 Park Phase 2 in the amount of $1,915,050.
On September 10, 2024, City Council approved a construction contract with G Hyatt Construction, LLC. in the amount of $8,901,547.
