Title
Approving the selection of RVI Planning, Inc. for the Trails Master Plan and the Parks Development Plans and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.
 
Summary
The City of Pflugerville solicited requests for qualifications from engineering and landscape architectural firms to develop a Trails Master Plan and Parks Development Plans for the City of Pflugerville.
The requests stated that the selected firm would perform the following tasks:
1.      Trail Master Plan
 
a.   Develop a Trails Master Plan for the City of Pflugerville.
b.   Determine trail project priorities for the next five years (fiscal years 2013-2017).
c.   Develop construction estimates for each of the trail project priorities.
d.   Develop a pocket trail map brochure.
e.   Develop a design for trail name signs, trail kiosks, and a trail wayfinding program.
2.      Park Development Plans
a.      Develop a program for each of the following undeveloped park parcels:
·      Highland
·      Pflugerville Heights
·      Highland Park North
·      Black Locust
·      Pfennig Pfields
·      Kelly Lane
·      Springbrook
·      Pecan
·      Swenson
·      Kuempel
·      Murchison
·      Mallard Pond
b.      Develop a general layout of each park with a cost estimate for construction and for operations and maintenance.
c.      Develop a prioritization for park construction.
Status
City staff received nine (9) proposals. A review team made up of Jim Bowlin, Parks and Recreation Director; Tom Word, Assistant City Manager for Community Services; and Erin Sellers, City Planner, reviewed and scored the proposals. RVI Planning, Inc. received the highest combined score.
 
Projected Future City Council Action
A future agenda item will be scheduled to approve the contract with the consultant for the project. Staff anticipates negotiations to take place in the next couple of weeks and a contract to be presented before Council for review and consideration in September or October.
 
Fiscal Impact
The funding for this project will come from the General Capital Reserve.
 
Staff Recommendation
Staff recommends approval to begin negotiations.
