Approving the selection of Stantec Consulting Services, Inc. for professional engineering services associated with the design of the Heatherwilde Boulevard and Grand Avenue Parkway Traffic Signals Project and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.
Summary
The City of Pflugerville solicited requests for qualifications from engineering firms to perform design services for the Heatherwilde Boulevard and Grand Avenue Parkway Traffic Signals Project.
This project will provide for preparation of construction plans for the following four (4) intersections:
1. Grand Avenue Parkway at Black Locust Drive
2. Heatherwilde Boulevard at Cheyenne Valley Drive
3. Heatherwilde Boulevard at Black Locust Drive
4. Heatherwilde Boulevard at Pfennig Lane
Preparation of the final engineering construction documents shall include but not be limited to: project design, topographic surveys where required, geotechnical investigation, environmental assessment and environmental clearances, identification of utility conflicts, required utility adjustments and replacements, coordination with utility companies, determination of ROW/easement acquisition, preparation of ROW/easement acquisition metes/bounds and sketch, preliminary and final engineer’s opinion of probable construction cost, project manual and any other items necessary to successfully construct this project.
This project will be designed in accordance with the City of Pflugerville’s 2014 Edition of the Uniform Development Code and 2014 Edition of the Engineering Design Guidelines & Construction Manual.
Status
City staff received four (4) statements of qualifications (SOQs) which were reviewed and scored. Stantec Consulting Services, Inc. was selected as the most qualified firm for this project. A copy of the final scoring matrix is attached to this agenda item.
Projected Future City Council Action
A future agenda item will be scheduled to approve the contract for the project. Staff anticipates negotiations to take place in the next month and a contract will be presented for Council review and consideration.
Fiscal Impact
The funding for this project will be designated prior to the approval of a contract with the consultant.
