Summary
The Professional Services Supplemental Agreement (PSSA) being considered provides for additional final design services for East Pflugerville Parkway (from Colorado Sand Drive to Weiss Lane) approved as part of the 2020 Transportation Bond.
LJA Engineering is currently under contract to perform the final design of East Pflugerville Parkway from Colorado Sand Drive to Weiss Lane. As part of the collaboration with proposed developments, LJA coordinated with the City Departments to review and determine inclusion of required Traffic Impact Analysis (TIA) mitigation items to be incorporated with the roadway improvements. The Approved TIA Reports for proposed Tacara and Lakeside Meadows Developments both proposed median access locations along East Pflugerville Parkway, anticipating pedestrians. In review of both proposed site developments, collective collaboration efforts as determined by LJA, two Pedestrian Hybrid Beacon (PHB) signals are recommended to provide for the safe passage of pedestrians crossing E. Pflugerville Parkway from the adjacent proposed developments. Approval of the proposed PSSA would allow LJA to proceed with two PHB signals, including one at the intersection of E. Pflugerville Parkway and the proposed Lakeside Meadows development driveway, and one at the intersection of E. Pflugerville Parkway and a proposed Tacara development driveway.
Upon coordination with the City’s Parks and Recreation Department, it was also determined that additional parking facilities would be required along the Lake Pflugerville Park property abutting E. Pflugerville Parkway to replace the existing parking areas that will be impacted by the ongoing E. Pflugerville Parkway roadway improvements project. The current parking along the south side of the lake lies within the existing right-of-way for the proposed roadway improvements.
The supplemental agreement being considered provides for the final design PS&E for PHB signals at the intersections of E. Pflugerville Parkway/Lakeside Meadows and E. Pflugerville Parkway/Takara Drive and communication infrastructure (conduit and ground-boxes) between existing traffic signals at E. Pflugerville/Weiss Lane and the E. Pflugerville Parkway/Lakeside Meadows PHB cabinet. The proposed PHBs will be designed to allow conversion to full traffic signals (with minor modifications) when signals are warranted at these locations in the future. The supplemental agreement being considered also provides for the final design PS&E for parking facilities along the Lake Pflugerville Park property abutting E. Pflugerville Parkway. The proposed parking facilities will be temporary (unpaved) as they will eventually be replaced with permanent parking areas once the future final design of the proposed park improvements identified in the Parks Master Plan is completed and implemented.

City Council approved a Professional Services Agreement with LJA Engineering in the amount of $799,886.36 associated with the 2020 Transportation Bond Program Project: East Pflugerville Parkway from Colorado Sand Drive to Weiss Lane at the January 12, 2021 meeting.
