Conduct a public hearing and consider approving an annexation ordinance on first reading with the caption: An ordinance of the City of Pflugerville, Texas, annexing, for full purposes, tract of land totaling 82.962 acre of land being 80.218-acres out of the G.B. Zimplemann and J.V. Bergen Survey No. 285 Abstract No. 2370 and Thomas Hancock Survey No.20, Abstract No. 392, being a portion of Steger Lane and 2.681 acres out of the Andrew Austin Survey No.19, Abstract 38, out of the G.B.Zimplemann and J.V. Bergen Survey No. 285, Abstract No.2370, being a portion of Cameron Road, Travis County, Texas within the City’s extraterritorial jurisdiction. The property is generally located at 17716 Steger Lane to be known as the 17716 Steger Lane Annexation (ANX2024-00209).; Binding the land to all of the acts, ordinances, resolutions and regulations of the City; approving a service plan; providing for severability; and providing an effective date.
Summary
The proposed annexation consists of approximately 82.962 acres located at 17716 Steger Lane within the City's extraterritorial jurisdiction. The subject property is contiguous to properties within the City limits and therefore is eligible for voluntary annexation in accordance with state law. The area is unimproved and therefore does not incur maintenance/operations expenses at this time.
Pursuant to the Texas Local Government Code (TLGC) Section 43.0672, the City entered into a written agreement with the owners of land in the area for the provision of City services on January 28, 2025.
Prior City Council Action
On January 28, 2025, City Council approved the post-annexation provision of services agreement.
Prior Travis County Action
At their February 11th Travis County Commissioners Court meeting the County voted in favor of releasing the selected portion of Steger Lane and Cameron Road to the City of Pflugerville.

Next Step
If annexed into the City of Pflugerville the subject property will be given the base zoning district of Agriculture/Development Reserve. It is anticipated that if annexed, the applicant will shortly be requesting to rezone the subject property to a zoning district or PUD that permits both residential and commercial development. Currently the subject property has the Future Land Use Designation of Traditional Neighborhood, Mixed-Use Neighborhood, and Mixed-Use Commercial, all areas that envision a mix of both residential and non-residential uses. Once the property is rezoned the applicant would then move forward with both platting and site development plans.
