Discuss and consider action to approve a change order with S.J. Louis Construction of Texas, Ltd. in the amount of $401,928, for work associated with the Secondary Colorado River Raw Water Line Bid Package 3 (WA2201), and authorize the City Manager to execute the same.
Summary
The City’s existing Colorado River Raw Water Pump Station, located near the confluence of Boggy Creek and the Colorado River, in southeast Austin currently delivers water a distance of approximately 15 miles in an existing 30-inch diameter concrete steel cylinder pipe that is over 20 years old. Water is pumped from the Colorado River to Lake Pflugerville and then pumped from the lake to the City’s Surface Water Treatment plant and ultimately delivered to the City’s distribution system. Recently in early February 2026, a pipeline rupture occurred in the existing 30-inch pipeline segment within the steel casing at the Boggy Creek crossing which resulted in a disruption of raw water delivery to the lake.
Change Order modifications include: excavation, dewatering, with trench shield to expose pipeline and determine location of pipeline leak followed wtih installation of two 30-inch diameter “T” fittings one on each side of the Boggy Creek and installation of 250-300 linear feet of 24-inch high density polyethylene (HDPE) pipeline to route water around the damaged 30-inch pipe segment and across the creek with limestone block ballasts to secure the submerge temporary HDPE pipeline.
Contract Notice to Proceed was issued on 11/14/2024.
Current substantial completion and final completion dates were 5/18/26 and 6/17/26 respectively.
This Change Order results in the revised substantial/final dates 5/25/26 and 6/24/26 respectively.
Prior City Council Action
On February 12, 2022, City Council approved a Professional Services Agreement with Freese and Nichols, Inc. in the amount of $7,309,766 for design and bid phase services associated with the Secondary Colorado River Raw Water Line project.
On October 22, 2024, City Council approved a construction contract with BELT Construction of Texas, LLC in the amount of $35,326,497 associated with the Secondary Colorado River Raw Water Line Project (BP#4) .
On October 22, 2024City Council approved a construction contract with Thalle construction company Inc, in the amount of $12,795,000 associated with the Secondary Colorado River Raw Water Line Project. (BP#2)
On October 22, 2024, City Council approved a construction contract with S.J. Louis Construction of Texas, Ltd in the amount of $56,665,407.35 associated with the Secondary Colorado River Raw Water Line Project (BP#3)
On October 28, 2025, City Council approved a change order in the amount of $138,374 and 7 additional days for the Secondary Colorado River Raw Water Line Project (BP#3)
