Summary
This agenda item requests approval of a Professional Services Agreement with Volkert, Inc. in the amount of $1,323,869 for Construction Management and Inspection Services associated with the Kelly Lane Phase 2 Road Improvements project. This item supports the Infrastructure Pillar of the Strategic Plan.
The Transportation Master Plan which was adopted by City Council in November 2019 identified Kelly Lane as one of the three major regional connections of the City’s East-West corridors. While a large portion of traffic on Pflugerville’s roads serve residents, a substantial component of traffic is from regional travel. Continuing the Phase 2 improvements of Kelly Lane eastward, Kelly Lane is widened as an arterial and major regional thoroughfare. This expansion is anticipated to meet the increasing traffic volumes so Kelly Lane can operate efficiently and safely through the year 2040.
The City solicited requests for qualifications from engineering firms to assist the City in professional services related to Construction Management and Construction Inspections in December 2022. After an evaluation of written statements of qualifications, staff shortlisted three (3) firms, and conducted interviews. Upon determination of the most qualified firm, references checks were completed and were positive. The most qualified firm selected to perform construction management and inspection services for this Project is Volkert Inc.
This Agreement provides professional construction management and inspection services to ensure that the project construction is conducted to the standards required by the City of Pflugerville. The scope of work of the agreement includes:
• Pre-construction services support, construction management oversight and construction inspection via on-site representatives for monitoring of daily construction activities,
• Facilitation of construction progress meetings,
• Trouble shooting of construction issues, and answering requests for information,
• Management of materials, shop drawing submittals and review process,
• Project construction documentation,
• Pay application analysis, verification, and audit,
• Substantial completion and punch list oversight, final project completion and warranty closeout.
The construction duration is anticipated to be eighteen (18) months.
Prior City Council Action
In November 2018, Pflugerville voters approved $21.1million in bonds for transportation projects which included the reconstruction of Kelly Lane from a two-lane roadway to an urban four-lane divided section from W. Falcon Pointe Drive to Moorlynch Avenue.
On September 10, 2019, City Council approved a Professional Services (“Agreement") with Johnson, Mirmiran & Thompson, Inc. (JMT) to provide Engineering Design services for the Kelly Lane Ph2 and 3 project (“Project”) in the amount of $1,157,068.88.
On October 25, 2019, City Council approved Professional Services Supplemental Agreement No.1 for Alignment Alternative Analysis for a total of $44,255.00.
On March 10, 2020, City Council approved Professional Services Supplemental Agreement No. 2 for Traffic Study, Subsurface Utility Engineering, Geotechnical Studies, General Project Management for a total of $49,058.68.
On July 28, 2020, City Council approved Professional Services Supplemental Agreement No. 3 for Environmental Design, Floodplain Studies, PS&E, Construction Phase Services, General Project Management, Utility Coordination, Geotechnical Studies, Materials Testing, and Archaeological Surveys for a total of $455,311.85.
On November 23, 2020, City Staff administratively approved Professional Services Supplemental Agreement No. 4 for Time and Materials for a total of $0.00.
