Summary
The purpose of the United States Department of Transportation’s Safe Streets and Roads for All (SS4A) grant program is to improve roadway safety by significantly reducing or eliminating roadway fatalities and serious injuries through implementation of data-driven safety projects and strategies focused on all roadway users, including pedestrians, bicyclists, transit users, motorists, personal conveyance and micromobility users, and commercial vehicle operators.
The SS4A program includes implementation grants intended to fund construction and deployment of proven safety countermeasures identified through a qualifying safety action plan and Safe System Approach framework. The City of Pflugerville is pursuing implementation funding focused on systemic, citywide roadway safety improvements intended to reduce fatal and serious injury crashes at high-risk corridors and intersections throughout the city.
The proposed implementation application bundles multiple low-cost, high-impact safety improvements into a coordinated citywide program to improve procurement efficiency, accelerate deployment, reduce administrative costs, and maximize transportation safety benefits. The proposed program builds upon crash analysis, hotspot evaluations, roadway safety audits, and regional coordination efforts with Travis County, CAMPO, TxDOT, CTRMA, CapMetro, and partner agencies.
The proposed implementation program includes the following project grouping:
- Citywide Intersection Visibility and Safety Enhancement Program
The proposed improvements include:
- Retroreflective traffic signal backplates
- High-visibility crosswalk markings
- Pedestrian refuge islands
- Intersection and corridor lighting improvements
- Signing and striping enhancements
The implementation strategy aligns with FHWA Proven Safety Countermeasures and Safe System principles by focusing on systemic deployment of proven safety treatments at locations with elevated crash histories and multimodal conflict exposure.
According to TxDOT Crash Records Information System (CRIS) data previously evaluated as part of the City’s safety planning efforts, the City has experienced multiple crashes in recent years, reinforcing the need for continued investment in transportation safety improvements focused on all roadway users. The proposed implementation projects are intended to reduce crash severity, improve roadway user visibility and predictability, and support the City Council-adopted goal of zero traffic deaths and serious injuries by 2035.
The proposed implementation program is consistent with the Travis County Safety Action Plan coordination efforts and regional high injury network analyses, which identified the importance of deploying low-cost, high-impact safety strategies through a systemic and evidence-based approach.
The preliminary planning-level rough order of magnitude (ROM) estimate for the proposed implementation program is approximately $7 million, depending on final project scoping, utility coordination, phasing, and construction packaging. The City anticipates pursuing phased implementation packages and coordinating with TxDOT and regional partners where applicable.
For the Federal Highway Administration Safe Streets and Roads for All (SS4A) Implementation Grant Program, the typical funding structure is:
Federal share (FHWA/USDOT): up to 80%
Local match: minimum 20%
For the proposed Citywide Intersection Visibility and Safety Enhancement Program with an estimated cost of approximately $7M, the estimated funding participation would be:

Because SS4A is a reimbursable federal program, the City would generally advance project costs and receive reimbursement from FHWA/USDOT based on eligible expenses and grant agreement terms.
Approval of this resolution supports the City’s continued pursuit of external transportation safety funding opportunities and implementation of projects that advance roadway safety, multimodal connectivity, and Vision Zero objectives throughout Pflugerville.
