Summary
This item is for the award of a construction contract for the 794’ Pressure Zone (PZ) 2.0 Million Gallon (MG) Elevated Storage Tank project, which is identified in the 2020 Water Master Plan Update.
The City contracted with Freese and Nichols, Inc. for the design of the 794’ PZ 2.0 MG Elevated Storage Tank. This project involves installation of one 2.0 million gallon composite elevated tank, including all electrical, instrumentation, site work, and appurtenances; approximately 160 feet of 24-inch water line. This project will connect to the future High Service Pump Station from the Water Treatment Plant improvements. The 24-inch water line will be installed using open cut and will terminate with a restrained plug. The water line will be installed to a minimum depth of 48-inches.
The purpose of this project is to increase the City’s elevated storage capacity to accommodate the anticipated growth. The City’s current water storage capacity is at 95% of its limits. Installation of this water line will alleviate the strain on the existing water system and allow the City to maintain compliance with Texas Commission on Environmental Quality (TCEQ) requirements of having a minimum of 100 gallons in elevated storage per connection to the water system.
Notices for the bid opening were posted in the Pflugerville Pflag as required on December 8, 2021. The bidding process was facilitated through a plan holder website, civcastusa.com. The City of Pflugerville opened bids for the project on January 11, 2022 at 3pm. Two (2) bids were received and publicly opened and read aloud in a bid opening meeting. Landmark Structures I, L.P. was the lowest responsive bidder of the two bids received. The bid form included one base bid, and two bid allowances. Allowance No. 1 accounts for a Communications System Integrator. Allowance No. 2 accounts for Supervisory control and data acquisition (SCADA) integration. Based on the bids received, the 794’ PZ 2.0 MG Elevated Storage Tank will be constructed with the Base Bid plus Allowance No. 1 and Allowance No. 2. Upon approval of the construction contract, construction is set to begin in February and take approximately 18 months to substantial completion.
Staff concurs with the Engineer of Records Recommendation to award the construction contract for the 794' 2.0 Million Gallon Elevated Storage Tank to Landmark Structures I, L.P. for the Base Bid plus Allowance No. 1, and Allowance No. 2 in the amount of $6,846,000.00.
Prior City Council Action
City Council approved a professional services agreement with Freese and Nichols, Inc. in the amount of $1,233,169.00 for professional services associated with the North 2.5 MG Elevated Storage Tank Project and the 794’ PZ 2.0 MG Elevated Storage Tank at the March 24, 2020 meeting. Of the $1,233,169.00 approved design contract, $616,584.50 is allocated toward the 794’ PZ 2.0 MG Elevated Storage Tank Project.
