Summary
This agenda item requests approval for the City to enter into an Advance Funding Agreement (AFA) with the State of Texas Department of Transportation (TxDOT) to construct the improvements for the Kelly Lane at F.M. 685 Northbound/Southbound Frontage Road project (Project).
TxDOT requires approval of a Resolution and execution of an Advance Funding Agreement (AFA) prior to authorizing the City to perform work within the State’s right of way. The AFA outlines the roles and responsibilities of TxDOT and the City for design and construction projects within the States right of way when the local government proposed to perform and fund elements of the project.
For this Project, TxDOT has approved the authorization for the City to move forward with the AFA and in turn, the City must provide an approved resolution for TxDOT to finalize the AFA. The City will not be required to pay TxDOT for the proposed AFA. Approval of the Resolution for the AFA will authorize the City Manager to execute the AFA.
The scope of this project is supported by the infrastructure pillar of the Strategic Plan and Comprehensive Plan by providing a Safe, Resilient Infrastructure for our citizens.
City staff has been coordinating with the TxDOT North Austin Area Office on the project. The project will add on the Northbound frontage road, two new lanes and re-assign the lanes to include a right turn, three through lanes, a left turn, a U-turn/left turn, and a 1200-foot through lane on the receiving side or north of the intersection. The Southbound Frontage Road will add one new lane and re-assign the lanes to include a right turn, two through lanes, a left turn, and a U-turn/left turn. The project consists of modifying traffic signals and pedestrian poles within the City of Pflugerville, Texas, as shown in Attachment A.
The project was previously identified in 2019 and confirmed in the 2021 Kelly Lane Major Investment (MIS) Study Report for short term operational improvements along FM 685 for both the NB and SB directions at the intersection of Kelly Lane. Short term was defined for occurrence within two years to provide relief for traffic delays and congestion at the intersections. The MIS Study recommendation was noted to increase opportunity for more NB and SB left turning vehicles through the intersections to improve efficiency and quality to reduce delays for motorists. The intent for the design and construction of the project is to make improvements within the existing right-of-way, as space permits, and geometric changes for lane configuration.
This Project will develop intersection designs for NB Left-turn and U-turn lane improvements at NB Frontage Road and Kelly Lane, and SB Left-turn and Right-turn Lane improvements at SB Frontage Road at Kelly Lane. Signage, striping and other necessary modifications will be included in the design.
The City believes this Project will provide increased safety and traffic operations efficiency for road users at this intersection, facilitate the movement of people, goods, and services in the City, and benefit the residents of the City of Pflugerville.
Prior City Council Action
Pflugerville City Council approved a Professional Services Agreement with LJA Engineering (LJA) totaling $346,069 at the June 14, 2022, meeting.
