Summary
As a result of the Code Diagnostic completed last summer that was funded through the 2012 General Capital  Reserve, staff has been reviewing the Unified Development Code (UDC) to identify the issues raised during the code diagnostic.  In advance of the overall changes to the UDC, the purpose of this item is to address amendments to the UDC that are relatively minor.  The proposed changes include:
·      adding wrecker/towing service to the land use table and providing associated definitions,
·      clarifying the setbacks between conforming residential properties and industrial zoning districts,
·      providing clarity to the masonry standards for commercial development within the Corridor Districts,
·      refining outdoor display and outdoor storage requirements and their associated definitions,
·      providing parking requirements for day care uses, and
·      rectifying the conflict between the UDC and the International Fire Code as it relates to the required number of access points in a subdivision.  
A strike through redline was provided for the 1st Reading of the ordinance to show the changes in the text.  The final ordinance will show the final blackline version of the proposed changes for codification.  
Prior Planning and Zoning Commission Action
On March 4, 2013 the Planning and Zoning Commission conducted a public hearing and with a vote of 7-0, recommended approval of this ordinance.
 
Prior City Council Action
On March 26, 2013 the City Council conducted a public hearing and with a vote of 5-0, recommended approval of this ordinance on first reading with the removal of auto salvage yards as a use in the land use table.
 
Staff Recommendation
Approval of the ordinance on second reading containing text amendments as revised per action at the first reading of the ordinance.
