Summary

This agenda item supports the Infrastructure and Safety pillars of the Strategic Plan.

Staff recommends a proposed change, amending Chapter 71 of the Code of Ordinances regarding parking on city streets by adding no parking zones along public streets within project limits of Public Works and Capital Improvement Program projects as a function to facilitate the required roadway maintenance or reconstruction activities.

The City’s current No Parking Ordinance requires formal action to declare a temporary no parking zone within the area of construction. This action with each capital improvement or maintenance project could be repetitive and cumbersome in nature, due to the number of roadway projects in the City’s capital improvement project and maintenance program.

This change in the Ordinance will allow for future capital improvement and maintenance projects to enact a temporary no parking area within the construction work zone. This will comply with traffic regulation and signage for notification to the public and within the work zone.

The list of streets that will be included in these reconstruction and maintenance projects will be posted on the city website.  Staff has worked with the Operations and Police Department staff to review and discuss this new implementation, and has developed a procedure which will ensure notification of the public in advance of construction, the placement of signage to designate the temporary no parking zone areas. Public outreach will include mention in the Open House meetings, post cards, doorhangers, and the city’s website.

Upon approval, the No Parking Ordinance will be implemented and benefit the construction activities in upcoming Neighborhood Street Reconstruction Project Packages, 1A, 1B, 2, and 3 which consist of 37 streets as well as other projects in the future.
