Approving an electrical easement to Oncor Electric Company for temporary construction power associated with Wilbarger Creek Regional Wastewater Treatment Facility, and authorizing the City Manager to execute the same.
Summary
As part of the Wilbarger Creek Regional Wastewater Treatment Facility project, the Construction Manager At Risk (CMAR) for the project, PLW Waterworks, will need temporary construction power to be able to perform site work and for construction administration for the duration of the project. Currently, there is no electric service to the site given the only electrical service to the site was for a small single family household that remains on the property. In order for Oncor Electric Delivery to provide electrical service to the site, they will need to construct temporary electrical poles to distribute power to the job site trailers and around the site during the construction phase.
After much discussion with PLW Waterworks and Oncor regarding the mobilization area for construction and how best to route electrical service to the site, it was determined that Oncor will need to set new poles on the eastern boundary of the site and run overhead electrical lines to a temporary electric construction meter. Given that the site has no existing infrastructure, the standard practice is to give a general easement for the site which will allow Oncor to find the most efficient route for electrical service to be routed to the job site and then an official metes and bounds will be surveyed and drawn up once the exact pole locations are determined.
This easement will allow Oncor to mobilize to the site and determine the most efficient route and come back to the City once they have determined the best route for electrical service for the construction power needed. With the recent approval of GMP # 1 at the November 14th City Council meeting, the CMAR is looking to mobilize and start site work at the beginning of the calendar year and will need construction power shortly thereafter. This easement along with the installation of the poles for construction power will come at no cost to the City as Oncor has determined that the cost to install the infrastructure is under the limit they set for providing new service to their electric customers.
Prior City Council Action
On February 11, 2020, City Council approved a Professional Services Agreement with CP&Y, Inc. in the amount of $479,944 for Owner’s Representative services associated with the Wilbarger Creek Regional Wastewater Treatment Facility.
On September 22, 2020, Council approved selection of Garver for professional services associated with the Wilbarger Creek Regional Wastewater Treatment Facility Project.
On October 27, 2020, Council approved a professional services agreement in the amount of $1,650,192 with Garver for the conceptual design of the Wilbarger Creek Regional Wastewater Treatment Facility Project.
On June 22, 2021, Council approved a professional services supplemental agreement with CP&Y, Inc. in the amount of $1,407,592 for Owner’s Representative services for preliminary design, final design and bid phase services for the Wilbarger Creek Regional Wastewater Treatment Facility Project.
On June 22, 2021, Council approved a professional services supplemental agreement with Garver in the amount of $7,896,181 for preliminary design, final design and bid phase services for the Wilbarger Creek Regional Wastewater Treatment Facility Project.
On July 12th, 2022, Council approved a resolution authorizing the use of the Competitive Sealed Proposal (CSP) procurement method for the Wilbarger Creek Regional Wastewater Treatment Facility (WCRWWTF) Project, including the Pre-Selection of vendors for major treatment process equipment.
On September 27th, 2022, City Council awarded a pre-procurement contract to Trojan Technologies for the supply of UV Disinfection Equipment for the WCRWWTF in the amount of $655,520.
On January 10th, 2022, City Council awarded a pre-procurement contract to T. Morales Company Electrical and Controls, Ltd. to supply Electrical Equipment for the WCRWWTF in the amount of $7,106,645.
On March 14, 2023, City Council awarded a pre-procurement contract with Alterman, Inc. to supply Generator Equipment for the WCRWWTF in the amount of $1,667,229.
On March 14, 2023, City Council awarded a professional services supplemental agreement with CP&Y, Inc. in the amount of $2,187,985 to provide Owner's Representative Pre-Construction Construction Phase Services for the Wilbarger Regional Wastewater Treatment Facility.
On April 14, 2023, City Council awarded a Construction Manager at Risk contract with PLW Waterworks, LLC. in the amount of $1,502,344 for the Construction Manager at Risk - Wilbarger Creek Regional Wastewater Treatment Facility (WCRWWTF) Project Phase 1 Construction.
On November 14, 2023, City Council awarded Guaranteed Maximum Price # 1 (GMP #1) to PLW Waterworks, LLC in the amount of $35,492,185 for construction site work and equipment procurement for the Wilbarger Creek Regional Wastewater Treatment Facility Project.
