Summary

The City of Pflugerville solicited bids for the Historic Colored Addition project which consists of infrastructure improvements to include roadways such as Russell St, Caldwells Ln, Taylor St, Lincoln Ave, and Grant Avenue. Three contractors submitted proposals: Joe Bland Construction, Patin Construction, and Smith Contracting. After evaluating the proposals, City staff identified Joe Bland Construction as the highest-scoring proposer, offering the best value for the City and meeting all criteria as the lowest responsible bidder.

The Historic Colored Addition (HCA) Infrastructure Improvements Project is part of the voter-approved 2020 General Obligation Bond Program. This initiative addresses critical infrastructure needs within the Historic Colored Addition Subdivision, with a focus on improving streets, utilities, and drainage systems to enhance access, connectivity, and fire protection.

The proposed improvements include constructing new and upgrading existing streets, utilities, and drainage systems in the Historic Colored Addition Subdivision. The design phase, led by Halff Associates, ensures the project meets the community's needs and prepares for future development.

This project will significantly enhance the area's infrastructure, supporting the Infrastructure pillar of the City's Strategic Plan by improving safety, resilience, and connectivity for the residents.

The construction will be substantially completed in 240 days and finally completed in 270 days from the notice to proceed, expected to be issued in February 2025.
