Summary
As construction has continued on the Surface Water Treatment Plant Emergency Generator Project and the Surface Water Treatment Plant Expansion Project, the City has continued to coordinate with Oncor Electric Delivery on the proper components that need to be installed as part of the two projects. As the electrical system within the water treatment plant is incredibly complex, this process has taken much longer than anticipated and has been delayed several times due to turnover within Oncor Electric Delivery’s staff.
To supply power to the treatment facility before new treatment components are constructed, the existing transformer must be replaced, and new primary conductors must be run to the new transformer location. As this work can take weeks to complete, the City must leave the existing transformer and primary conductors in place while the work continues to install a new transformer and new primary conductors. This is to allow the facility to continue to operate under normal power conditions while the new equipment is installed. In order to accomplish this, Oncor must purchase a new transformer and have their construction team install new conductors within conduits being installed currently as part of the Surface Water Treatment Plant Expansion Project. This agreement will allow Oncor to proceed with the procurement of the transformer required and the installation of the primary conductors once the transformer is set. Once the transformer and primary conductors are constructed, the primary electrical service will be transferred to the new transformer during a brief planned outage to allow continued progress on the electrical components being constructed as part of the expansion project.
This item achieves the City Council’s Strategic Goal of infrastructure by implementing a plan that provides resilient infrastructure to support a critical component to the City’s water treatment plant.
