Title

Approving the selection of Plummer Associates, Inc. for professional engineering services associated with the wastewater line rehabilitation projects identified within the Wastewater Master Plan and authorizing the City Manager to execute a professional services agreement in the amount of $61,365.00.

 

Summary
In the City of Pflugerville approved 2020 Wastewater Master Plan, wastewater rehabilitation projects were identified as a result of a risk-based assessment of all wastewater pipelines and nearly all of the City’s lift stations to assist in the prioritization of recommended operations and maintenance improvements.  The proposed request is for approval for selection of consultant and approval for a professional services agreement with the City. This project supports the 2021-2025 Strategic Plan #3 for Infrastructure, "Maintain infrastructure to ensure resiliency and operability at all times."

 

The City of Pflugerville solicited requests for qualifications (RFQ) from qualified engineering firms to provide professional engineering services for the Wastewater System Rehabilitation Projects designated in the 2020 Wastewater Master Plan as to prolong the useful life and improve reliability of existing infrastructure. The objective of the RFQ solicitation was to identify and engage the most qualified consulting firm to assist the City in delivering the five (5) identified Wastewater System Rehabilitation projects. 


The City received six (6) Statements of Qualifications (SOQs) from interested firms on August 26, 2021. A Selection Committee made up of City Staff reviewed and scored the SOQs based on the Request for Qualification's (RFQ) scoring criteria. Based on the evaluation and scoring criteria in the RFQ. The Selection Committee determined the results of the SOQ scoring required interviews to further evaluate the team's experience.

 

The top two (2) firms were interviewed by the Selection Committee during the week of October 4th in a virtual format for review and evaluation of the teams. Based on the evaluation criteria in the RFQ, the SOQ is worth up to 100 points, and the interview is worth up to 20 points. These two scores added together, and the team with the highest total of these two scores would result in the recommended selected firm. Once the interviews were completed, all scores were tabulated and the resulting highest SOQ plus interview total was selected for recommendation. Upon completion of the interview process, it was determined that Plummer Associates, Inc. is the most qualified firm to assist the City with the Wastewater System Rehabilitation Projects.

 

City Staff coordinated with Plummer Associates, Inc. to provide engineering services and attached is a proposed professional services agreement (PSA). The engineering services will be provided in a two (2) phased approach, Phase 1 will include examination and review of each wastewater line to provide a condition assessment for determining actual repair needs as well as cost estimates. Phase 1 will establish a prioritized list in order of need to rehabilitate or replace each wastewater line project. Phase 2 will include the detailed design, bidding and construction administration services for each prioritized capital wastewater line project identified as part of Phase 1.

 

In the proposed PSA for Phase 1, Plummer Associates, Inc. will provide a Condition Assessment Report to include field investigation of three (3) Citys Lift Stations (Blackhawk, Dunes and Kelly Lane) and four (4) Force Mains (Kelly Lane, Dunes, Weiss Lane and Sun Light Near Way).   The assessment for the Force Mains will include independent review of each and document the condition of all major equipment and its impact on operations. In addition, assessment of the Lift Stations will include visual inspections of the facilities and equipment.  A Final Report of findings will be provided by Plummer to include details for evaluations that includes methods to address assessment findings in a prioritized list of capital improvement projects with an itemized Opinion of Probable Construction Cost for each. . The Phase 1 report is anticipated to be complete in April 2022.

 

Phase 2 will include implementation of recommendations in the Condition Assessment Report and City Staff will return to Council with future request for approval of engineering services.
