Approving the purchase and installation of an Ultra-Violet (UV) sanitization system from Progressive Commercial Aquatics, Inc. at Scott Mentzer Pool, located at 901 Old Austin Hutto Road, in the amount of $50,907.69, and authorizing the City Manager to execute the same.

 

Summary

The Parks and Recreation department proposes enhancement to the Scott Mentzer Pool water sanitization system through the installation of an Ultra-Violet (UV) secondary sanitization system at a cost of $50,907.69. This project involves installing a Aquionics inline 1200+ 3rd party validated UV system with a 3-phase breaker, installing a cabinet to hold the hardware, connecting all necessary piping to ensure correct flow.  This improvement was a recommendation from needs assessment of the Aquatics Facilities section as a part of the Master Plan and was stated to provide a safer environment for patrons due to the splash pad feature at this facility sharing the same waters as the pool. This UV system specifically addresses Cryptosporidium, a parasite commonly spread through water and can lead to diarrheal illnesses. The newest Model Aquatic Health Code (MAHC) recommended by the Centers for Disease Control (CDC) requires any aerated water in a pool to have an UV system. The State of Texas Legislation adopted the CDC recommendation as code in late 2023 and has given older facilities a grace period to comply. Once the UV sanitation system is added in the pump room, it only takes one 3-hour circulation of the water filtration system for the facility to be up to the MAHC requirements and ready for summer use. We do not anticipate any delays in opening Scott Mentzer Pool for the summer.

 

Funding for this initiative is allocated from the Building and Improvements account of the General Fund. The designated supplier and installer, Progressive Aquatics, is a BuyBoard vendor under contract # 701-23. This UV sanitation system is added in the pump room, and after one circulation of water filtration system, the facility up to the model aquatic health code which is adapted by the state every three years. We do not anticipate any delays in opening Scott Mentzer Pool for the summer.

 

The Scott Mentzer Pool serves as a vital community resource, particularly during the Summer with FY 22-23 seeing 47,100 visits by 21,800 visitors for an average dwell time of 115 minutes.

 

This improvement aligns with City Council's strategic objectives to foster community engagement through vibrant parks and recreation services.
