Summary
The City is requesting approval of an Interlocal Agreement (ILA) with the City of Hurst to allow Pflugerville to use eligible contracts that Hurst has competitively procured.
The ILA is authorized under Chapter 791 of the Texas Government Code and allows the two cities to participate in cooperative purchasing. Under the agreement, Pflugerville may purchase goods or services from vendors under Hurst contracts when the vendor agrees to extend the same pricing, terms, and conditions. Pflugerville would contract and pay the vendor directly and remain responsible for administering its purchase.
The purpose of this ILA is to allow Pflugerville to use Hurst's contract for High-Density Mineral Bond Seal Service (HA5) as part of the City's pavement maintenance and preservation program.
The City has previously used HA5 and is continuing to use this treatment as part of its approach to maintaining streets before they reach a condition requiring more significant rehabilitation or reconstruction. HA5 provides a protective surface treatment intended to slow pavement deterioration and extend the useful life of the roadway. Using preventive maintenance at the appropriate time helps the City protect its existing roadway investment and reduce the need for more costly repairs later.
Continuing the use of HA5 also provides consistency within the City's current pavement preservation program. Staff is familiar with the treatment and application process, and the work can generally be completed with less disruption than more extensive pavement rehabilitation. This allows the City to address more streets through preventive maintenance while reserving larger rehabilitation and reconstruction investments for streets that require them.
The City of Hurst procured the HA5 service through a formal competitive bidding process in accordance with Chapter 252 of the Texas Local Government Code. The solicitation was issued as Bid No. 24-004, High Density Mineral Bond Seal Service, for an annual contract with the option to renew for four additional twelve-month periods.
Section 29 of Hurst's solicitation allows other governmental entities with an interlocal agreement with Hurst to use the awarded contract, provided the successful bidder agrees.
The contract was awarded to Hollbrook/Andale, which currently provides HA5 services to the City of Hurst. The current unit price for HA5 is $4.29 per square yard. Additional items, such as flaggers or other services required for specific locations, may be charged separately.
Using the Hurst contract allows Pflugerville to take advantage of an existing competitively procured contract that was established approximately two years ago and can be obtained lower unit rates than what may be available through a new solicitation today. This provides the City with a cost benefit while allowing the planned pavement preservation work to continue under established pricing, product requirements, and application standards.
Over the next fiscal year, the City also plans to evaluate a more comprehensive pavement maintenance and preservation approach. This effort will look at available treatment options, performance, lifecycle cost, roadway condition, and long-term maintenance needs to identify solutions that can provide results similar to or better than the treatment currently being used. The goal is to develop a broader pavement management strategy that uses the right treatment at the right time and provides the best long-term value for the City's roadway network.
Approval of this item will authorize HA5 pavement preservation services in an amount not to exceed $670,000.
Any purchases made under the agreement will be paid directly by Pflugerville from available City funds.
The ILA has an initial one-year term and automatically renews for additional one-year periods unless either city provides 30 days written notice to terminate.
