Presentation of the findings of the 2023 resident survey conducted by ETC Institute.

 

Summary

The City of Pflugerville selected ETC Institute to conduct a statistically-valid survey for feedback from Pflugerville residents. The survey is a complement to the 2012, 2015, 2017, 2019 and 2021 resident surveys the City has performed to measure and track customer satisfaction with city services and identify priorities of our residents. ETC Institute will give an overview of the comprehensive report that will be available online after the City Council meeting at www.pflugervilletx.gov/survey.

The survey was sent to a random sample of residents until 500 surveys were received. For additional feedback, the survey was shared on the City's website, in the weekly e-newsletter Key to the City and on social media, yielding comparable data.

As seen in the report, 83% of residents see Pflugerville as an excellent or good place to live, 93% feel safe walking in their neighborhoods during the day and 72% felt safe walking in their neighborhoods after dark. Residents felt an emphasis is needed in flow of traffic and congestion management, the maintenance of city streets, drainage and sidewalks, the quality of parks and trails, and water/wastewater services. .As Pflugerville continues to grow, residents want an emphasis on traffic management and signal timing (97%) new roads and widening (94%) and water and wastewater services (92%). With the Surface Water Treatment Plant Expansion, groundbreaking of Wilbarger Creek Wastewater treatment plant anticipated this summer, and transportation projects underway including Kelly Lane, we are taking actions in line with our resident's feedback.

 

Pflugerville rated the same or higher than the Texas average in 36 of the 55 areas that were addressed and measured in the survey. Pflugerville ranked 38% higher than the state average as a place to live, 31% higher for quality of trash and recycling services, 28% higher for quality of police services, 27% higher for quality of the public library, 26% higher for quality of customer service, 24% quality of wastewater service and 23% higher than the state average for effectiveness of communication by the City. Pflugerville ranked higher than the national average in 35 of the 55 areas with the top 5: 33% higher than national average as a place to live, 21% higher for trash and recycling services, 18% higher for the Recycle Center and household waste disposal and 18% higher for quality of police services.

 

Highest priorities:
97% of residents surveyed indicated traffic management and signal timing as most important for the City to invest in.
94% new roads/road widening was important
92% water and wastewater for the future


A water plant expansion, wastewater plant expansion are currently under construction in an implementation aligned with residents desires from the 2021 and 2023 surveys to plan for growth.

Trends Over the years:
How residents receive city news has changed. In 2017, Statesman was #1, then radio, TV news, community impact, Pflag and then social media. Today #1 is Community Impact, #2 Website, #3 Facebook with 50% of those surveyed mentioning they use Facebook to get city news compared to 33% two years ago. The most used facilities are Downtown Pflugerville, trails, Lake Pflugerville and festivals and events.

In 2021 residents asked for an emphasis on traffic management and road widening and improvements; enhancements to downtown Pflugerville and transit system development. With the anticipation of Downtown East and the implementation of the Pfetch a Ride transit system in the past year, these two items were not in the top three needs for 2023. The City has projects underway from the 2020 Transportation Bond to address traffic management and road widening. For 2023, residents have requested flow of traffic and congestion management, maintenance of city streets, drainage and sidewalks and quality of trails as an area of emphasis.

The City has had a significant jump in satisfaction in water service from 52% satisfaction in 2021 to 65% satisfaction with water service in 2023. In the last year, Pflugerville won the best tasting surface water award from the Texas Water Utilities Association.

Sixty-six percent of residents see Pflugerville as having a diverse culture and heritage and offering an atmosphere of inclusion. Fifty-six percent agreed that based on quality of schools, parks, housing and police, Pflugerville is a high value community. Resident responses indicate that growth and our preparedness for growth is an ongoing need.
