Approving an ordinance on second reading with a caption reading:  An Ordinance of the City of Pflugerville, Texas, Amending Ordinance No. 1203-15-02-24 of the City of Pflugerville, Texas as amended, by changing the zoning designation of approximately 81-acres of unplatted land situated in the Peter Conrad Survey, Number 71, Abstract Number 200, in Travis County, Texas, from Urban (Level 4:CL4) and Urban Center (Level 5:CL5) to Planned Unit Development (PUD) District; to be known as the Chisholm Station Planned Unit Development (2022-7-PUD); providing for repeal of conflicting ordinances; providing for serviceability; and providing an effective date. 

Summary

In December of 2022, the applicant submitted a rezoning application for a PUD on the request of the Developer.  The PUD proposes three separate zoning districts: Transitional District, Greenbelt District and Mixed-Use District. The Transitional District (Approximately 11.06 acres) shall have a base zoning of CL4. The Greenbelt District (Approximately 12.28 acres) shall have a base zoning of Parks and Open Space (PF). The Mixed-Use District (Approximately 48.78 acres) shall have a base zoning of CL5.  The Transitional District is intended to provide development that will serve as a buffer between the more intense uses in the Mixed-Use District of the PUD and the existing single-family neighborhoods to the north.  Additionally, the Greenbelt District will provide a linear park and open space area bisecting the site and connecting the PUD to the other neighboring sites. A regional detention pond along with park and trail amenities will contribute to the open space and help to separate the Transitional District from more dense multi-family use to be located along the northern and southern R.O.W. of the proposed Rowe Lane extension.

 

Proposed Districts:

The proposed Planned Unit Development (PUD) consists of three zoning districts: The Transitional District, The Greenbelt District, and the Mixed-Use District. The Transitional District will provide for development that will serve as a buffer between the more intense uses in the Mixed-Use District of this PUD and the existing single-family neighborhoods to the north. The Greenbelt District will help ensure residents and visitors are close to open space amenities and trails.  The Mixed-Use District will be the largest district in the PUD. In this area, residential, office, medical office, retail, entertainment retail, and hotel uses mix both vertically and horizontally to activate streets and encourage complementary uses within proximity to each other.

 

Comprehensive Plan:

The Future Land Use Map (FLUM) from the Aspire Pflugerville 2040 Comprehensive Plan identifies the area as Mixed-Use Commercial. 

 

Planning & Zoning Commission Action

On October 2, 2023 the Planning and Zoning Commission conducted a public hearing and recommended approval of the proposed ordinance with a vote of 7-0.

 

City Council Action

On October 24, 2023 City Council conducted a public hearing and recommended approval of the proposed ordinance with a vote of 7-0.
