Title
Approving a resolution to authorize the City of Pflugerville City Manager to execute an Interlocal Agreement with Travis County as a Participating Entity of the Capital Area Pavement Engineering Council (CAPEC) including city participation in an engineering consultant study to develop new pavement design specifications appropriate to conditions typical of the Blackland Prairie soils.
 
Summary
This item is to consider approval of an interlocal agreement with Travis County to join as a Participating Entity of CAPEC.  Attached is a copy of Travis County's amended resolution to establish CAPEC, the interlocal agreement to establish CAPEC, and a resolution for the City of Pflugerville to participate in CAPEC.  Travis County and CAPEC laid the ground work in 2010, as noted in the attached interlocal agreement, for cities to join as participating entities of CAPEC.  Now cities and counties are adopting the interlocal agreement via a resolution to become voting members of CAPEC and allocate funds for an engineering study. The interlocal agreement has been reviewed and approved by the City Attorney.  
 
As a participating entity of CAPEC, the City of Pflugerville has the responsibility to contribute funds toward the development of a new pavement design procedure and street construction standards, available for Austin area participating agencies.  Refer to the attached CAPEC project scope.  As a participating entity, the City of Pflugerville is allowed to vote on matters regarding CAPEC policy and research efforts. The Engineering Department will be the representing department for the City of Pflugerville and will serve on CAPEC and offer comments regarding the development and results of the engineering study.  The City's proportional obligation for participation in funding the engineering study has been listed below with those of other entities currently participating in CAPEC including the cities of Austin, Georgetown and Buda as well as Travis and Williamson Counties.  The City of Pflugerville's maximum contribution is anticipated to be $9,000 and payments will be made to Travis County upon approval of this resolution.
 
City of Pflugerville participation will allow Travis County to continue consulting services on behalf of the City of Pflugerville and further the development of a new pavement design procedure, currently being conducted by a consultant under Travis County's contracting processes with input from all CAPEC members.  Financial participation by each agency has been apportioned by an average of the relative population and lane miles of roadway percentages.  The table below shows the proportional cost share of the preliminary estimate for the consultant services of $450,000 among the participants.

Status
CAPEC's initiative is a multi-agency effort aimed at eliminating or minimizing historical problems associated with roadways constructed over highly expansive soils located predominantly east of IH-35.  It will also strive to provide an added benefit through standardization of pavement designs.
 
Approval of the resolution will allow the City of Pflugerville to meet the requirements as set forth by CAPEC and Travis County that each participating entity must execute the interlocal agreement, and accompanying amended resolution wherein they will commit to sharing costs of CAPEC's project.
 
Ms. Patricia Davis will represent the city of Pflugerville on CAPEC.
 
Deadline for City Council Action
Staff is requesting approval on July 10, 2012 to support Travis County and maintain project schedule.
 
Fiscal Impact
Funding in the amount not to exceed $9,000 will be paid to Travis County as part of the Engineering Department's Operating Budget for fiscal year 2012.  
 
Staff Recommendation
Staff recommends City Council approval for the City of Pflugerville Resolution to Participate in CAPEC, which in agreement will accept the Amended Travis County Resolution and authorize the City Manager's signature on the Interlocal Agreement.
