Summary
As part of the 2019 Transportation Master Plan effort, the City's consultant, Kimley-Horn, was tasked with providing information regarding funding opportunities for transportation needs in Pflugerville. During the worksession that was held on November 26, 2019, Kimley Horn provided information discussing the funding opportunities for transportation efforts from impact fees. At that worksession, positive feedback was received to consider a study that would allow the city to implement a roadway impact fee. This is the first step in establishing a transportation impact fee.
The impact fee study will evaluate the development and implementation of a roadway impact fee in accordance with Chapter 395 of the Texas Local Government Code. Roadway impact fees are only applicable within the city limits. Further per the enabling statute, "'Roadway facilities'" means arterial or collector streets or roads that have been designated on an officially adopted roadway plan of the political subdivision, together with all necessary appurtenances. The term includes the political subdivision's share of costs for roadways and associated improvements designated on the federal or Texas highway system, including local matching funds and costs related to utility line relocation and the establishment of curbs, gutters, sidewalks, drainage appurtenances, and rights-of-way."
Prior City Council Action
City Concil approved the Transportation Master Plan on November 26, 2019 which identifies impact fees as a possible developer contribution for roadways within the city limits.
City Council held a worksession discussing the use of transportation impact fees as a mechanism to fund transportation projects on November 26, 2019 and encouraged staff to bring forward a proposal for study to consider adding roadway impact fees to the toolbox for funding of transportation infrastructure.
