Approving a professional services supplemental agreement with Kimley-Horn in the amount of $119,463 for professional engineering services associated with the Cottonwood West Lift Station, and authorizing the City Manager to execute the same. 

 

Summary

This Professional Services Supplemental Agreement (PSSA) is to modify Kimley-Horn’s scope for the design of the Cottonwood West Lift Station after further coordination with Travis County has altered the original path forward on the project. 

After recent legislative changes that have impacted how Travis County is required to conduct environmental reviews and perform drainage calculations, Kimley-Horn will need to change their approach to the permitting for specific components of the Cottonwood West Lift Station design.  While the changes to the permitting will not affect the lift station design as the area was recently annexed by the City of Pflugerville, it will impact the permitting of the access driveway that will be needed as part of the project.  These changes in Travis County permitting will now require the City to perform a full wetland analysis on the existing stock ponds that are on the property where the driveway and lift station are to be located.  Before legislative changes were enacted, the environmental permitting process with Travis County was much more abbreviated and would have been granted a waiver from conducting a full wetland analysis.

These changes also brought to light that the City will need to perform a full drainage analysis and design for the small amount of impervious cover that was to be added with the access driveway.  While the level of effort is small when compared to the overall scope of design, the City must move forward with this process through Travis County in order to keep the lift station project to remain on schedule to meet our deadline for the Meadowlark Development that is slated to be served by this lift station. 

This supplemental agreement is aimed to cover the full extent of the changes required by Travis County to complete the permitting of the access driveway to continue to push the project closer to bid and construction.     

 

Prior City Council Action

On February 28, 2023, City Council approved a Professional Services Agreement with Kimley-Horn in the amount of $1,285,932 for professional engineering services associated with the Cottonwood West Lift Station.
