Title

Approving a contract with T. Morales Company Electrical & Controls, Ltd. in the amount of $1,350,400 for procurement of an emergency standby generator associated with the Colorado River Raw Water Pump Station Expansion Project (Package 1C), and authorizing the City Manager to execute the same.

Summary

The proposed agenda item is to approve a contract for the procurement of a 1250 kW natural gas emergency standby generator with T. Morales Company Electrical & Controls, Ltd. in the amount of $1,350,400 associated with the Colorado River Raw Water Pump Station Expansion Project. This item supports the infrastructure pillar of the Strategic Plan by expanding the City’s raw water capacity to the water treatment plant to meet current and future growth needs.

On February 28th, 2023, Council approved a contract with T. Morales Company Electrical & Controls, Ltd. in the amount of $335,300 for the Pre-purchase of Pump Station Electrical Equipment (switch gear) necessary for operation of the emergency standby generator associated with the Colorado River Raw Water Pump Station Expansion Project.

September 13th, 2022, Council approved a resolution authorizing the use of the Competitive Sealed Proposal (CSP) procurement method for pre-selection of equipment and construction of the Secondary Colorado River Raw Water Line (SCR RWL) Project. As explained during a presentation by City staff at the September 13th City Council meeting, procurement of equipment prior to completing project design and will allow the City’s Engineering Design Consultant to finalize the design for a single equipment supplier. This will avoid the need to issue a construction plan set with alternate designs for multiple vendors allowing the City to take advantage of the competitive bidding process for procurement of the equipment. This action also allows the City to take proactive steps to procure long lead time equipment.

A Selection Committee reviewed and scored the proposal based on the published criteria. T. Morales Company Electrical and Controls, Ltd. was selected as the best value for the City.  The Engineer of Record and staff recommend the award of this contract. The best value proposal included the procurement of a natural gas emergency standby generator with T. Morales Company Electrical & Controls, Ltd. in the amount of $1,350,400 for the Colorado River Raw Water Pump Station Expansion Project. Funding assistance has been provided by a FEMA Hazard Mitigation Grant for $2.6M with a 10% City match. The City is also eligible to receive grant/project management costs reimbursement of $132,740.

As the City awaited FEMA Grant approval, T. Morales continually extended their bid price originally established January 2023. T. Morales has been a valued partner to the City throughout the lifetime of this project. After award and execution, this contract will be transferred and become obligations of the Colorado River Raw Water Pump Station Improvement Contractor. 

 

Prior City Council Action
