Authorize the City Manager to execute a contract for contractual mowing services for specific rights-of-way with Maldonado Nursery and Landscaping, Inc. in the amount of $96,434.60.
Summary
On April 12, 2016, the City Council approved a contract with International Building Services, the lowest bidder, in the amount of $59,056.85 for mowing services in the rights-of-way. Although staff had verified references for International Building Services with other area municipalities, International Building Services did not perform the mowing required under the contract and the contract has been terminated. A copy of the notice to International Building Services is attached to this agenda item. The next qualified bidder is Maldonado Nursery and Landscaping, Inc. The bid information and bid tabulation sheet for the rights-of-way contractual mowing are attached to this agenda item. References, insurance and other information requested in the bid packet have been checked and verified by staff. Maldonado has performed other mowing contractual services for the City of Pflugerville since 2013.
Another agenda item on this council meeting recommends awarding the contract for parks mowing to Maldonado Nursery and Lanscaping, as that contract with International Building Services has also been cancelled for lack of performance for parks mowing.
Deadline for City Council Action
Staff would ask the Council to authorize this action at this meeting in order to expedite the issuance of the purchase order. Public works staff has been working to mow these areas.
Fiscal Impact
The expense for contractual mowing of rights-of-way is included in the fiscal year 2016 budget in the Streets department maintenance contract line item.
The right-of-way mowing for the remainder of the contract year will be an estimated $55,830.61.
Staff Recommendation
Authorize the City Manager to execute a one year, with the possibility of two annual renewals, contract to Maldonado Nursery and Landscaping, Inc. for mowing services for specific rights-of-way in the amount of $96,434.60.
