Discuss and consider action to authorize the City Manager to execute a contract with DKC Construction Group in the amount of $509,953 for construction and expansion of Public Works Offices at the Wastewater Treatment Plant site.
Summary
This project includes site improvements and construction of an approximately 2,500 sf addition to the administrative office building and a 1,250 sf addition to the Fleet Maintenance building. The design work for this project was performed by the architecture firm Architecture Plus, Inc. Although the original design contract was for the administrative office building only, a need for additional fleet maintenance space was necessitated by the relocation of the parks maintenance staff. The additional design work was added to the design contract for a total of $25,000. Public Works staff are preparing a master plan for the facilities located at the wastewater treatment plant as the staff working from that location continues to grow in number and responsibility.
Staff received and opened six bids for the construction contract on July 1, 2014 and recommends the award of the contract to the lowest bidder, DKC Construction Group in the amount of $509,953. Construction is anticipated to last 180 calendar days, or about six months. The selected contractor will develop a final project schedule that will accompany the contract.
Prior City Council Action
At the November 26, 2013 meeting, the City Council approved the selection of Architecture Plus, Inc. for professional architectural services associated with the design of the metal office building addition for the Public Works staff and authorized the City Manager to enter into negotiations regarding a scope of work and fee proposal.
A previous item, ORD-0210, on the Council meeting requested approval of a budget amendment which is necessary for the funding of this project.
Deadline for City Council Action
Staff requests authorization on this date in order to maintain the project schedule.
Fiscal Impact
The fiscal year 2014 Utility Administration budget has $225,000 in the building category for this project. There is an additional $180,000 allocated for the partial funding of a field crew building in the fiscal 2014 budget. The proposed fiscal year 2015 Utility Administration budget has $144,600 included for building projects at the wastewater treatment plant, for a total of $524,600. The budget amendment ordinance previously considered on this agenda allocated the appropriate funds for this project.

Staff recommends approval of this item authorizing the City Manager to execute a contract with DKC Construction Group for $509,953.
