Title

To receive public comment and consider an application to rezone an approximately .52-acre tract of land, platted as Lots 1-3, Block H, Wrenbar Addition, in Travis County, Texas from Single Family- Suburban Residential District (SF-S) to Two Family Residential District (2-F); to be known as  East Hoopes Avenue Rezoning (REZ2024-00037).

 

Summary

The applicant is requesting for the approximately .52-acre tract to be rezoned from Single Family- Suburban (SF-S) to Two Family (2-F). The subject tract is located at on East Hoopes Avenue at the eastern terminus of the street, to include three lots that are platted as lots 1-3 of the Wrenbar Addition. The tract currently has two residential structures located on the three lots. The applicant is wanting to rezone the lots to allow for single family attached (2 unit). 

 

History:

The subject property is an approximately .52 acres that is platted as lots 1-3 block of the Wrenbar Addition. The property is annexed into the city in September 1965 when the CIty of Pflugerville Incorporated. In June 1984 the lots were zoned Single-Family, Residential (R-3). Through code updates the Single-Family, Residential (R-3) became Single Family- Suburban (SF-S).

 

 

Proposed District:

The applicant is proposing to rezone the property from Single Family- Suburban (SF-S) to the Two Family (2-Family) zoning district. The Two Family district is intended to be used for duplex or similar two unit housing types. This district should be used to establish a low to medium density neighborhood which may provide a transition to more intense land uses.

 

Comprehensive Plan:

The city has multiple plans that have been adopted that provide direction on land use, transportation, parks, and future infrastructure needs. The Future Land Use Map (FLUM) was adopted through the Aspire Pflugerville 2040 Comprehensive plan, which outlines the land uses proposed for this area. The property is designated as Suburban Residential. The Suburban Residential district is identified as:

Suburban residential should focus on creating a suburban atmosphere. Clustering should be encouraged to preserve open space and environmentally sensitive areas. Development standards should ensure adequate open space and efficient roadway and pedestrian connectivity to schools, neighborhood amenities, and parks. Supporting nonresidential uses should be similar in scale to the residential properties, including appropriate landscaping and buffering, and be located on major thoroughfares.

The housing types Cluster Subdivision, Single-Family, Suburban lot, Single-Family, Small Lot as appropriate primary uses with Single-Family, Large Lot and Accessory Dwelling Unit as conditional as primary uses. Duplexes are not listed as an appropriate primary use.

Furthermore, the Aspire Pflugerville 2040 Comprehensive Plan creates character districts, and this property is located within the Central District. The Central District encompasses an area of the city south of Pflugerville Parkway, north of Wells Branch Parkway, west of Heatherwilde Boulevard and east of Dessau/FM 685. One of the objectives of the Central District is to “develop programs to diversify housing stock with thoughtful infill development.”

The proposed zoning district meets Goal 1 and 1.1 of the Housing and Neighborhoods Goals and Policy Statements as outline in Chapter 3 of the Aspire Pflugerville 2040 Comprehensive Plan.

 

1.                     Diversify the housing supply, types, and locations to meet community needs through each phase of life.

1.1                     Encourage housing to support the differing needs of households and changing household characteristics.

 

Staff Recommendation

The proposed rezoning request for the three lots located south of East Hoopes Avenue are identified as Suburban Residential on the Future Land Use Map (FLUM), which is adopted as part of the Aspire Pflugerville 2040 Plan. The Suburban Residential land use does not identify duplexes or any two-family housing type as an appropriate primary use or conditional primary use. While the Aspire Pflugerville 2040 plan does identify goals that support the diversity of housing types and allowing older, established neighborhoods to respond to the market demands, the FLUM does not support the requested zoning request.

 

For the reasons above, staff recommends denial of the rezoning request to Two Family Residential District (2-F) for the .52 acre tract.
