Approving a supplemental work authorization with CBRE, Inc., in the amount of $270,900 for appraisal services associated with the Secondary Colorado River Raw Water Line Project, and authorizing the City Manager to execute the same.

 

Summary

The proposed agenda item requests approval of a Supplemental Work Authorization with CBRE, Inc., to provide appraisal services for the Secondary Colorado River Raw Water Line project. This item supports the infrastructure pillar of the City's Strategic Plan for robust and resilient infrastructure.

The Secondary Colorado River Raw Water Line Project requires the acquisition of property, involving both permanent and temporary construction easements, as well as access easements to facilitate the construction of the new raw water line. The water line project will transport water from the Colorado River to Lake Pflugerville, parallel to the City’s existing raw water line to provide additional water supply to support the future of Pflugerville. This project comprises approximately 15 miles of 42-inch water pipeline and improvements to the Colorado River Intake Pump Station to allow for increase transfer in water supply from the Lower Colorado River Authority from 12,000 acre-feet per year to 24,000 acre-feet per year.

The City contracted with CBRE, Inc. in October 2022 for appraisal services needed for the easements along the water line project as required by Federal funding and Water Infrastructure Finance and Innovation Act (WIFIA) funding guidelines. Initial appraisals were performed and all complete in early 2023. However, due to ongoing negotiation efforts the original appraisals on twenty-one (21) parcels have expired or will expire as they are only applicable for one-year. Since we have been unable to secure the easements during this one-year period we will need updated appraisal reports to proceed with the eminent domain process.  

CBRE, Inc., scope includes appraisals on twenty-one (21) parcels within the project limits. An estimated prep and testimony fee is included on each parcel to cover any possible litigation services associated with the eminent domain process. This is an anticipated amount, if litigation work must be completed then the City will be invoiced.

Prior City Council Action

City Council approved a Professional Services Agreement with Seven Arrows Land Staff, LLC., in the amount of $618,750.00 for right-of-way services for Secondary Colorado River Raw Water Line Project on February 28, 2021.

City Council approved a Professional Services Agreement with CP&Y, Inc. dba STV for professional Services associated with the Secondary Colorado River Raw Water Line Project in the amount $1,430,440.00 on May 26, 2022.

 

City Council approved a Work Authorization with CBRE, Inc., for appraisal services associated with the Secondary Colorado River Raw Water Line Project in the amount of $293,700 on October 11, 2022.
